Description | As of February 15, 2023, a design team has been identified. Final construction completion is estimated to be December 31, 2024. *The previous solicitation is listed below for reference. Professional engineering services are being requested to provide planning, project/package verification, final design services, construction bidding documents, surveying, permitting and construction administration for the proper abandonment of idle and orphan oil and gas wells throughout the State of Ohio including site access, plugging, and site restoration. The Division of Oil and Gas Resources Management (DOGRM) within the Ohio Department of Natural Resources (ODNR) has over 19,662 documented orphan wells that require abandonment. ODNR has selected Construction Manager at Risk (CMR) for the project delivery method for two projects. A CMR will be selected for each project. ODNR anticipates that several bid packages ranging from 20 to 100 wells in each package will be bid over the length of the CMR contract resulting in the negotiation of multiple GMPs. The Orphan Well Program was established in 1977 to plug improperly abandoned oil and natural gas wells. Funded by a portion of the state tax on oil and gas production, Ohio's program has plugged more than three hundred fifty wells in the past three years. Proper plugging of orphan wells is necessary to protect public health and safety, conserve natural resources, and allow the efficient development of Ohio's oil and gas resources. Two A/E firms will be selected and awarded a contract for a CMR project. The contracts may be extended and amended to add scope of work as additional funding becomes available. The method of contractor selection has not been determined at this time. |
