RFP Engineering - Rossville Municipal Site

As of June 12, 2023, this project is still in the conceptual phase. A developer has been selected. Further details regarding design and construction have not been identified. A firm timeline for construction has not been established. A detailed scope has not been released. The goal to transform a Rossville Municipal Site, a 33-acre city owned waterfront industrial property in Staten Island into a state-of-the-art offshore wind (OSW) port facility, for manufacturing and assembling wind turbine components. The closed solicitation has been included below for reference. NYCEDC, acting on behalf of the City of New York (the "City"), seeks proposals (collectively, "Proposals", and, each, a "Proposal") from qualified parties (collectively, "Respondents", and, each, a "Respondent") for the long-term lease of up to approximately 33 acres of the Rossville Municipal Site, located at 2629 Arthur Kill Road, Staten Island, Tax Block 7162, Lot 100 in New York City (the "Site"). The Site is owned by the City. This Site is one of the few remaining industrial waterfront properties available and suitable for waterfront-dependent industrial uses in the region. The Site's approximately 2,000 linear feet of shoreline along the federally maintained Arthur Kill Channel and its easy access to the regional highway network are significant assets.
