Description | The City of Richland, Oregon, is requesting Proposals from qualified firms and individuals to provide labor, materials, transportation, equipment, and other means to complete the Water Treatment System Improvements - 2023 Project in accordance with the Contract Documents. The City of Richland invites Proposals for construction of the Water Treatment System Improvements - 2023 Project. Work for the Project includes constructing an approximately 1,000-square-foot water treatment building; installing water treatment equipment including a cartridge filtration system, a soda ash injection system, and a hypochlorination system; installing approximately 870 linear feet (LF) of 42-inch high density polyethylene (HDPE) pipe; installing approximately 1,900 LF of 3-inch water line; installing new and upgrading existing electrical, controls, and instrumentation; and other miscellaneous water system improvements required to provide a fully completed Project. Some of this Work, including the 42-inch HDPE pipe, some of the 3-inch water line, and upgrades to existing electrical, controls, and instrumentation, is included in Additive Alternatives that may or may not be awarded. Refer to the Request for Proposals for more information. The City expressly reserves the right to: 1. Reject any or all proposals not in compliance with public contracting procedures or unacceptable to the City; 2. Waive informalities in the proposals; 3. Select the proposal which appears to be in the best interest of the City; and 4. Postpone or delay the award of the contract if such postponement or delay is in the best interest of the City. Base Proposal: $1.7 to $2.0 million, Additive Alternative A: $450,000 to $550,000, Additive Alternative B: $100,000 to $150,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Prevailing Wage: This work requires compliance with BOLI Prevailing Wages for Public Works Projects and the federal Davis-Bacon Act, and the higher of the two prevailing wages will be required to be paid.
