Description

Fax transmittals and E-mails of Bid Proposal Form shall not be accepted by the Owner. Bids received after the above time is called will not be accepted. No phones will be available. All bidders must submit AIA Document A305 Contractor's Qualifications Statement to be evaluated by the Owner and Architect prior to being issued plans and specifications. Bidders who do not submit the A305 Statement will be subject to disqualification. The A305 must show the Contractor's ability to complete the Contract in a satisfactory manner on projects of similar scope and complexity. References from past clients and projects must be included and will be verified. General Contractor's main office where work for this project will be completed shall be a permanent office located in the state of Georgia within a seventy five (75) mile radius of the project site. This office shall have been in existence for no less than ten (10) years. NOTE: AIA Document A305-2020 is specified for this project and will be for other projects going forward. Contract, if awarded, will be on a lump sum basis. The bid may not be withdrawn for a period of sixty (60) days after date of opening. Bids must be accompanied by a bid bond payable to the Gwinnett County Board of Education, in an amount equal to five percent (5%) of the Base Bid Performance Bond and Labor and Material Payment Bond, each equal to 100% of the Contract Sum, will be required of the successful bidder. These bonds are to be executed by a Surety Company licensed to do business in the State of Georgia, be listed on "Department of the Treasury Circular 570" and have an A.M. Best Company rating of at least Class "A", with a Financial Size of VI or better. Bonds must be accompanied by letter stating company's current rating for verification prior to acceptance by the Owner and execution of the formal Owner/Contractor agreement. Time is of the essence to the Contract performance. Notice to Proceed will be issued after the Pre-Construction meeting as soon as all required paper work such as Contracts, Bonds, Insurance, etc. are in order. Contractor shall mobilize within ten (10) days of Notice to Proceed. Construction cannot start before May 25, 2023. The contractor has two options to pursue in bidding this project: Bid Option One: The project can be broken into two phases. Phase-I must be substantially complete by July 21, 2023. Phase-II cannot start before May 24, 2024 and must be substantially complete by July 19, 2024. See attached phasing sketch. Bid Option Two: The entire project must be substantially complete by July 21, 2023. The Owner will make payments to the successful Contractor upon receipt of requests for payments, having been certified by the Architect, as fully covered and shown in the plans and specifications. Retainage as prescribed in the specifications and General Conditions of the Contract will be withheld. The above description is an advertisement for the submission of bids which are to be considered as offers for performance of work by the submitting party. The Owner reserves the right to accept or reject any or all bids and to waive technicalities.
