Description

The contractor shall provide support to the Marion IL VA Health Care System (hereinafter called the “VA”) through the preparation of a SPCC Plan (hereinafter referred to as the “Plan”) required by 40 CFR Part 112 (hereinafter referred to as the “Rule”). This written Plan will follow the format sequence in the Rule and address three principal areas: (1) Operating procedures implemented or needed by the VA to prevent oil spills: (2) Control measures installed or needed by the VA to prevent a spill from entering navigable waters or shorelines; and (3) Countermeasures to contain, clean-up and mitigate the effects of an oil spill that has an impact on navigable waters or adjoining shorelines. This Plan will provide details of the equipment, workforce, procedures, and steps necessary to prevent, control, and provide adequate countermeasures to a discharge of oil (defined by the Environmental Protection Agency as oil in any kind or in any form, including, but not limited to: fats, oils, or greases of animal, fish, or marine mammal origin; vegetable oils, including oils from seeds, nuts, fruits, or kernels; and, other oils and greases, including petroleum, fuel, fuel oil, sludge, synthetic oils, mineral oils, oil refuse, or mixed with wastes other than dredged spoil). Preparation of the Plan will require site visits and records inspection in order to capture exiting and planned changes (Appendix A) to oil containing equipment and systems through November 30, 2020, and prepare a hazard analysis, evaluation of existing preventative measures, determination of spill response training, and the development of written procedures consistent with the requirements for an effective Plan.
