PART 2: BLOCK 34 INTERIOR IMPROVEMENTS (ON-BLOCK) Install 100,000 square feet of sod, 235 linear feet of 4"PVC drainage pipe, 150 linear feet of 6" PVC drainage pipe, 2 drainage inlets with catch basins, 220 linear feet of trench drain, 29,050 square feet of concrete sidewalks, 14 curb ramps, 10,230 square feet of concrete pavers, 3,720 square feet of permeable pavers, 430 tons of boulder slab benches, 10 metal benches, 8 picnic tables, 16 bicycle racks, 12 litter receptacles, signage, 10 posts with string lighting, 18 12' pedestrian lights, 4 25' street lights, 8 8' column lights, 17 13' column lights, 17 bollard lights, 21 bullet tree uplights, 16 power pedestals, 36 duplex electrical outlets, miscellaneous conduit and wiring, 125 trees, 1,605 shrubs, 392 1-gallon containers of ground cover plants, 700 square feet of pea gravel mulch, 1,125 cubic feet of bark mulch, 660 square feet of river rock, 4 rain gardens with associated sump pumps and piping, 2,155 square feet of decomposed granite mulch, new irrigation system, 2 bottle fill drink fountains, 3 freeze proof ground hydrants, interactive water feature with fountain lighting, stage structure, pavilion restroom, and miscellaneous site work, clearing, grading, and utilities. (Quantities will vary.) Alternate scope of work includes the following: . PART 1, Bid Alternate 1: Duncan St. Storm Drain Extension from 8TH Ave. to 12th Ave. . PART 2, Bid Alternate 2: Interactive Playground . PART 2, Bid Alternate 3: Music Play Equipment . PART 2, Bid Alternate 4: Composite Metal Panels . PART 1, Bid Alternate 5: Alternate Pavement Section Step 1: PREQUALIFICATION REQUIRED - Prospective bidders must complete and submit a Statement of Qualifications for all work to be performed for the project. This includes identifying and submitting qualifications for bidder's proposed subcontractors to be used to complete certain portions of the work identified in Special Provisions. Statements of Qualifications and Bids may be submitted as stated in the Instructions to Bidders. Any bid received through the online portal more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the set time for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same. Statements of Qualifications and Sealed Bids shall not be accepted on legal holidays. Statements of Qualifications and Bids will be referred to City staff for evaluation. The City Council may award to the "lowest and best responsible bidder." The City Council reserves the right to waive any informalities in the bidding and the right to reject any and all bids in accordance with the Oklahoma Competitive Bidding Act. Conditional bids shall not be accepted. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids. All questions must be received one week (7 days) prior to the bid opening. Addenda to the bid package will be issued to every company who attends the Pre-Bid Conference. Bidders must enter the agenda numbers electronically to fulfill Article 3.01 of the Bid Form to verify receipt. Statements of Qualifications and Bids will be referred to city staff for evaluation. The City Council may award to the "lowest and best responsible bidder". The Council reserves the right to reject any or all bids or portions thereof and to waive any technicalities in the bidding process. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids. Each bidder is required to submit with their bid a guarantee in the form of an acceptable bidder's bond, a certified check, or a cashier's check on a solvent bank in the state of Oklahoma, and in the amount of not less than five percent (5%) of the amount bid. The successful bidder shall execute a contract within 14 days of Notice of Award by the city. The successful bidder shall file a performance bond, maintenance bond, statutory bond and certificates of insurance in the statutory amounts for public liability and workers compensation insurance at the time of signing the contract. Any agreement entered into as a result of this invitation to bid shall be construed under the laws of the State of Oklahoma, and the venue for enforcement of the agreement shall be Payne County in the State of Oklahoma. The City may issue addenda as may be necessary in the best interest of the public and the City of Stillwater. Addenda may amend the date and/or time for receipt of bids or any specification, item, document, or requirement in the Bidding Documents upon notice to all prospective bidders who signed the sign-in sheet at the Pre-Bid Conference.
