This is a Design-Build contract. The Town of Lyons applied for a CDOT Revitalizing Main Streets grant and was successful. The Town of Lyons grant application was for providing festoon lighting (string lights) along Main Street (US36) between 3rd Street and 5th Street. Contact Information Justin Doles 3038236622 ext. 47 jdoles@townoflyons.com - Bid Bond 5 % - Performance Bond 100 % - Maintenance Bond 0.01 % - Surety Bond 0.01 % - Labor and Materials Bond 100 % - Payment Bond 0.01 % General Requirements - Bid Deposit Required - Insurance Required 5/16/2023 Tuesday Anticipated Award Any request for such interpretation shall be made in writing and addressed and forwarded to the Town The Town of Lyons, Colorado is requesting proposals to design, construct, and install festoon lighting between 3rd Street and 4th Street on Main Street (aka "300 block") and provide semi-permanent tree wrap lighting for the mature trees on Main Street from 4th Street to 5th Street (aka "400 block"). The Town has existing 120v electrical outlets along Main Street for holiday lighting that are controlled by a central photocell. The proposer will need to verify that the existing circuits are adequate for the proposed lighting in addition to the holiday lighting that will still be utilized each year; or additional circuits and associated cost will need to be included in the proposal. This is a Design-Build contract project. See Exhibit B. For the 300 block, the proposer shall consider the following: o New poles and pole foundations for supporting the festoon lighting will be required. Utilizing existing poles and/or trees will not be allowed. o The poles, lights, and guide wire will need to be designed to withstand the Town's 140mph wind design loads. Lights will need to be able to withstand the local climate conditions (temperatures, ice, snow, dust, ect.). o Pole, pole foundation, and guide wire design will need to be stamped by a Colorado registered Professional Engineer. Manufacture cut-sheets with stated ratings meeting the required criteria may be used in lieu of PE stamped design at the discretion of the Town. o Although not required, but the Town would also like festoon lights that are able to be color controlled and controlled from a central controller. o Proposer will be required to obtain utility locates and survey data so that pole locations avoid utilities, trees, and other feature conflicts. o Pole foundations shall not be within the "drip line area" of any tree. o Additional electrical circuits, if necessary. o All electrical wiring on poles will need to be concealed within the pole or placed in rigid conduit. All buried electrical wiring shall buried a minimum of 2-feet. All electrical shall meet code requirements. o Poles shall be either composed of a material resistant to corrosion or have a coating capable of preventing corrosion from roadway deicing chemicals. o Poles and string lights shall allow for 13.5' vertical clearance over driveways. o Contractor responsible for all landscaping and irrigation repairs resulting from pole or power installation. For the 400 block, the proposer shall consider the following: o 12 Trees are available on this block o The wrap lighting shall go around the trunk and larger branches; not a spiral wrap around the tree. o Lighting needs to provide flexibility for tree growth o Although not required, but the Town would also like lights that are able to be color controlled and controlled from a central controller. o Additional electrical circuits, if necessary. o All electrical wiring to the trees shall be placed in a rigid conduit. All buried electrical wiring shall buried a minimum of 2-feet. All electrical shall meet code requirements. o Minor pruning will be allowed but should be minimized. The following deliverables will be required: o Bid Bond. A bid guarantee from each bidder equivalent to 5 percent of the bid price. The "bid guarantee" shall consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder shall, upon acceptance of his bid, execute such contractual documents as may be required within the time specified. o Performance Bond after Award. A performance bond on the part of the contractor for 100 percent of the contract price. A "performance bond" is one executed in connection with a contract to secure fulfillment of all the contractor's obligations under such contract. o Payment Bond after Award. A payment bond on the part of the contractor for 100 percent of the contract price. A "payment bond" is one executed in connection with a contract to assure payment as required by statute of all persons supplying labor and material in the execution of the work provided for in the contract. o 30% Design for review and comment by the Town. o Plan view with proposed pole and lighting layout. Survey data showing existing features in the background. o Pole, foundation, and guy wire details. o Proposed lighting products (manufacture, model number, etc). o Electrical plan o Updated construction cost estimate. o 95% Design for review and comment by the Town o Complete design package with updated construction cost estimate. o Construction Drawings o Colorado PE Stamped pole, pole foundation, and guide wire design. Manufacture cut-sheets with stated ratings meeting the required criteria may be used in lieu of PE stamped design at the discretion of the Town. o Town of Lyons Contractors License o Town of Lyons Right-of-Way permit o Procurement of all materials o Construction o Traffic control, if required. o Testing and startup. |
