RFP - Data Collection and Before and After Performance Assessment for the Solano I-80 Express Lane Project

The Bay Area Infrastructure Financing Authority (BAIFA) invites firms on the 2021 Transportation Engineering and Planning Services - Cycle 1 Bench under Service Category A: Freeway Operations, Data Analytics and Performance Assessments to assist BAIFA with the Data Collection and Before and After Performance Assessment for the Solano I-80 Express Lane Project. BAIFA is seeking a consultant to provide technical assistance to conduct a Before and After Study to assess the Solano I-80 express lanes corridor operational performance, including the express lanes and the general-purpose lanes. A Before Study is required to establish a benchmark for the operation of the existing I-80 corridor prior to implementation of the express lanes. After the I-80 express lanes begin operations and traffic patterns have stabilized (about 12-month after start of operations), data will be collected again and compared against the baseline conditions and documented in a "Before and After" study.
