Description | This is a PRE-SOLICITATION NOTICE AND SYNOPSIS provided FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE/SYNOPSIS. NO SF-330 FORM (OR A RESPONSE) IS REQUESTED OR REQUIRED AT THIS TIME. CONTRACT INFORMATION The American Battle Monuments Commission (ABMC) will be soliciting for a competitive, multidiscipline Architect-Engineer (A-E) services contract for 15% design and other supporting services in accordance with Federal Acquisition Regulations (FAR) Part 36.6. More than one contract may be awarded from this notice. Anticipated award date is February 2023. The primary North American Industry Classification Code (NAICS) is 541330 - size standard is $22.5M. The contract will consist of a five year ordering period. Cumulative amount of each award will not exceed $6,000,000.00 over the life of the contract combined. Work will be issued by negotiated firm-fixed-price task orders. Task orders will be issued as the need arises, during the ordering period. Individual task order values may range from a minimum of $2,000.00 to a maximum of $500,000.00. The guaranteed minimum dollar amount per contract is anticipated to be $5,000. POINTS OF CONTACT Contracting Officer: Anthony Melicharek Phone: (703) 584 1537 Email: melichareka@abmc.gov SERVICE DESCRIPTION Contract Scope Description: A-E Design and Engineering Services are required for a Design Support Contract for various projects under the cognizance of ABMC. Planned projects include, but are not limited to, new construction, repair, maintenance, and alteration of historic monuments, cemetery facilities, cemetery infrastructure, and cemetery grounds. Required A-E Services are for, but not limited to: PRIMARY AE SERVICES - PRELIMINARY DESIGN: Project planning documentation including deliverables such as, but not limited to, schematic and design development drawings, basis of design (BoD), design analysis, engineering calculations, construction cost estimate, etc. SECONDARY AE SERVICES - DESIGN SUPPORT SERVICES: Design support services may include development of follow-on Scope of A-E Services (SAES) and A-E cost estimate, evaluation of follow-on A-E cost/technical proposal, professional consultation during design and/or construction, and review of technical documents provided by others. This may include attendance at meetings, design submittal review, and field consultation. SUPPORT SERVICES: Support services may include items such as architectural/engineering studies, site survey, topographic and utility survey map/data, subsurface/geotechnical investigations, geospatial information services, structural evaluations, electrical studies, hydrologic and hydraulic (H&H) studies, hazardous material survey and testing, material testing, rendering and sketches. Project Locations: The locations for the projects covered under this contract will primarily be in Europe (France, Luxembourg, Netherlands, United Kingdom, Belgium, Italy), North America (Select States, and Mexico), Central America (Panama), Africa (Tunisia), and Asia (Philippines, and surrounding islands), but work in additional areas may be included.
