Description | The Bluewell Public Service District is in the process of obtaining the services of a consulting engineer to advise the Bluewell Public Service District on the full scope of an upgrade to the existing sanitary sewer system. The selected firm will work closely with all team members including the Bluewell Public Service District and Region I Planning & Development Council. It is anticipated that the consultant will be required to (1) prepare preliminary engineering report(s), (2) design and prepare construction drawings, bid specifications and bid documents in accordance with all State, Federal, and Local regulations, (3) evaluate bids received and make recommendation of award, (4) monitor and inspect construction activities to ensure compliance with plans and specifications, (5) review and approve contractor's pay estimates, (6) preparation and delivery of final "As Built" drawings and data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata, and (7) any other services needed by the County for the implementation of the project. Procurement of said services shall be in accordance with West Virginia Code Chapter 5G. Attention is directed to the fact that the proposed project may be undertaken through funding sources including, but not limited to American Rescue Plan Act (ARPA), HUD/Community Development Block Grant, Appalachian Regional Commission (ARC), the Economic Development Administration (EDA), WVDHHR-BPH, USDA-Rural Development, the West Virginia Department of Environmental Protection (WV DEP), the West Virginia Infrastructure and Jobs Development Council (WVIJDC), the State Revolving Loan Fund, and the Environmental Protection Agency (EPA). The Bluewell Public Service District will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award.
