Description

The project will consist of the demolition of an approximate 950 square foot one and a half story abandon residence to remove lead-based paint and mold/mildew. The work will include utility disconnection and capping, building demolition and off-site debris disposal, excavation and off-site disposal of lead contaminated soil, backfill and grading, and site restoration and seeding. Anyone requesting, reviewing, or copying Plans and Specifications for this project (such individual is hereinafter referred to as "bidder") agrees that they are doing so for the sole purpose of submitting a bid on the project. Bidder further agrees that the Plans and Specifications are the sole property of the Owner. Each bid must be accompanied by a certified check, cashier's check or draft in the amount of 5% of the base bid and all add alternates and drawn on a State or National Bank or a 10% bid bond issued by a surety authorized to do business in the State of South Dakota and made payable to the Owner. Bidders on this work will be required to comply with the Federal cross-cutting requirements, including, but not limited to, DBE requirements found at 40 CFR 33; OSHA Worker Health & Safety Standard 29 CFR 1910.120; the Uniform Relocation Act; National Historic Preservation Act; Endangered Species Act; and Permitsrequired by Section 404 of the Clean Water Act; Executive Order 11246, Equal Employment Opportunity, and implementing regulations at 41 CFR 60-4; Contract Work Hours and Safety Standards Act, as amended (40 USC, 327-333) the Anti-Kickback Act (40 USC, 276c) and Section 504 of the Rehabilitation Act of 1973 as implemented in Executive Orders 11914 and 11250. Bidders on this work will be required to comply with Title 40 CFR 33. The requirements for bidders and contractors under this regulation which concerns utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women's Business Enterprises (WBE) are explained in the specifications. The DBE/MBE and WBE goals for participation in this contract in terms of percentage of contract value are as follows: MBE: Construction 1.0 %; Supplies 1.0%; Services 1.0%; Equipment 0.0% and WBE: Construction 4.0 %; Supplies 6.0%; Services 3.0%; Equipment 5.0% The work under this contract is subject to the provisions of the Davis-Bacon and Related Acts, as published in the U.S. Department of Labor regulations (29 CFR Parts 1, 3 and 5). The work under this contract is subject to the Rosebud Sioux Tribe's TECRO Ordinance 86-03, Chapter 3, Sub-Chapter A The Owner reserves the right to reject any or all bids and to waive any irregularities therein. Bidders proposal shall hold firm for thirty (30) days for the date of opening.
