Description

**As of January 23, 2023, this project has not yet been awarded. A timeline for award has not yet been established.** The Housing Opportunities Commission of Montgomery County, Maryland (hereafter referred to as HOC) is soliciting proposals from qualified Construction Managers that are licensed and insured to conduct business within the State of Maryland. Construction Managers shall provide single source construction oversight for the construction of HOC Headquarters (the Project) located in Montgomery County, Maryland. At this time, Respondents shall be provided a set of documents which do not provide full construction level detail. Please see the documents, prepared by Design Collective, Inc., and Owner Supplied Documents (Exhibit A) (collectively hereinafter referred to as the Design Development Documents) for additional information and detailed scope of work. This Contract envisions the Construction Manager assisting HOC from engagement of the GC through Project Construction including assistance during the permitting phase of the project. Proposals will only be accepted from those Construction Managers that can establish, to the satisfaction of HOC, the reliability and responsibility of the persons or entities proposed to furnish and perform the Work described in the Proposal Documents and provide satisfactory evidence of, and references for, completion of projects in the capacity as a Construction Manager of similar scope which is defined as construction of high-rise commercial buildings in the Baltimore-Washington Metropolitan area within the last Five (5) years which have targeted and/or achieved the attainment of certifications evidencing construction to standards above code minimum (e.g. LEED, Energy Star, etc...). The term of this Contract shall be for the duration of the project from Notice to Proceed (NTP) through construction closeout. The Contract will be awarded to the Responsive and Responsible Respondent offering the best combination of qualifications and price, who meets the Qualification Requirements outlined in Part I Section G. No Respondent may withdraw or alter their Proposal within Ninety (90) days after the Proposal due date. HOC maintains the right to reject any or all Proposals. HOC has the right to waive informalities and irregularities in a Proposal received and to accept the Proposal that, in HOC's judgment, is in HOC's best interests. A Proposal is defined as a complete and properly executed written proposal to do the Work for the cost plus a fee. The Proposal Documents include the submittal Requirements, the proposed Contract Documents, and any Reference Documents. The HOC's selection committee shall review the Respondents' qualifications and price in accordance with the published Selection Criteria. The Project will incorporate a variety of methodologies in an effort to set new benchmarks for sustainability and high-performance development. With a design goal of LEED Platinum certification, the Owner anticipates that the energy consumption of the building will be significantly reduced.
