Description

Requirements: o This is a request for quotation (RFQ) for materials and services in connection with the U.S. District Court, District of New Jersey Cyclical Painting in chambers 2037 in the Martin Luther King Courthouse, located at 50 Walnut St. Newark, NJ. o The is a request for open market pricing. o All contractors must agree to the terms and conditions set out below. o A fixed price award from this RFQ will be made based on the lowest priced, technically acceptable offer. o The chamber is approximately 1700 sq. ft. Square footage is approximate and field measurements are required prior to submitting proposals. Please contact Diana Rubulotta (diana_rubulotta@njd.uscourts.gov) to schedule a site visit. Changes cannot be made after the contract is awarded. o The contractor must be willing to start work based on a Purchase Order. No down payments or advances will be allowed. o All work requires escorted access to judiciary facilities. In accordance with Clause 3-3, contractor employees are subject to security checks including background investigations. If the contractor is unable to supply a sufficient number of acceptable employees to work on this project, the judiciary may terminate the contract by default. o Contractor must submit the names, dates of birth, and social security numbers of all onsite workers at least one week prior to the start of the work. o All quotes shall include estimated times for completion and number of workers needed to accomplish the work. o Proposal must include the total cost to complete the scope of work in accordance with this RFQ. No additional charges will be accepted. o Contractors will be responsible for any damage to the building, furnishing, or carpet during the course of the work being performed. Floor protection should be used to protect carpet from spillage and debris. o **COVID-19 safety protocols will be followed at all times in the building. Masks are required. Contractor must be prepared to show proof of COVID-19 vaccination, a negative PCR test taken within 72 hours of entry to the building or a negative rapid test taken within 24 hours of building entry for all onsite workers. o Award of contract and acceptance of work performed will be dependent on approval from the General Services Administration and the court. Please note, GSA requires a Certificate of Liability Insurance naming GSA as the beneficiary and material safety data sheets for all contract deliverables. Wage rate sheets will also be required to verify compliance with the wage determinations listed below. All proposals should detail how the work will be accomplished and acknowledge compliance with the RFQ. Statement of Work The scope of work for the RFQ includes all labor and materials including supervision, tools, equipment, transportation and incidentals. No equipment, materials, or services of any kind shall be provided by the court. Furniture moves will be arranged by the court and should not be included in the quote. o The contractor will patch, prime, and paint all walls as needed and identified in the contract. o The contractor will install wallpaper in one chambers office. o The contractor will order, receive, and store the new paint and wallpaper until application (painting/wallcovering application is pending completion of construction work in chambers). o The contractor will remove window treatments as required prior to beginning work and reinstall them upon completion of the project. o Contractor to perform touch ups if required following new flooring installation. o The wallpaper selection in the judge's private office is York Wallcoverings GL0501 (Abaca Weave, Color: Beige). o The paint selection for the kitchenette is Benjamin Moore's #969 "Soft Chamois" and Benjamin Moore Newburyport Blue (HC-155) for the accent wall. o The paint selection for the rest of chambers walls, doors and door frames is Benjamin Moore's #969 "Soft Chamois". o Ceiling, soffits, and crown molding shall be painted Bright White. o See attached finish schedule for additional detail. o Any chemicals used during this project must be low odor and non-toxic. o If requested, the contractor shall be prepared to provide the Material Safety Data for all chemicals and materials to be furnished. o The court freight elevator is sensitive to excessive weight, movements, and length of doors being open. Crew must be careful when using the freight elevator to transport equipment. In the event the elevator shuts down, the crew must be able to carry the equipment up the stairs. o The contractor will work at the court's convenience and the work will be scheduled accordingly. Business hours are 9AM-4PM Monday-Friday. o The contractor will clean up and remove any debris or trash associated with the work. All waste will be disposed offsite. o The Contractor will perform thorough dusting and vacuuming, clean-up and removal of any debris or trash associated with the painting so the area is ready for court business.
