Description | As of August 5, 2022, project is on hold. No definite date for the rebid. COVID 19 - Supplemental Emergency Procurement Guidance as per the Local Finance Notice (LFN) 2020-10. LFN 2020-10 provides guidance to municipalities to help comply with social distancing guidelines while also complying with the provisions of the Local Public Contracts Law as it pertains to bid opening procedures. The Project consists of (1) Base Bid and (2) Alternate Bids. The Base Bid consists of the renovation of both the men's and women's bathroom in the Police lobby to provide ADA accessibility. The work includes removal of the existing interior finishes, toilet room accessories and partitions, plumbing fixtures, ceilings and lighting fixtures, and installation of new flooring and wall finishes, new plumbing fixtures, new restroom accessories and toilet partitions, new shower compartments, new ceilings and exhaust fans, and other improvements as specified within the contract documents. Alternate Bid 'A' consists of the interior renovation to the existing Policemen's locker room, including removal of existing interior finishes, installation of the new ceilings, new flooring and wall finishes, and delivery and installation of the new lockers (to be purchased by others). Alternate Bid 'B' consists of the full renovation to the existing Policewomen's locker room, including removal of existing interior finishes, installation of the new ceilings, new flooring and wall finishes, and delivery and installation of the new lockers (to be purchased by others). The work within this project shall also include removal of asbestos-containing material, inclusive of preparation activities, from the designated renovation areas corresponding to the pertaining bid scenario. Paper copies will be sent via UPS or Fedex if the contractor provides UPS or Fedex account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS. Disadvantaged, Minority, and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant Funds. The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with all applicable statutory and regulatory requirements, which include but are not limited to the affirmative action requirements of P.L. 1975, c. 127, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Bidders will be required to comply with the public disclosure provisions of N.J.S.A. 52:25-24.2. The project has a goal of ten to twenty percent (10-20%) MBE/DBE/WBE participation. |
