Description

Any questions pertaining to the bid documents must be submitted via electronically Clarifications feature by Monday, October 24th, 2022 by 4:00 pm. Answers to the questions will be posted electronically by Tuesday, October 25th, at 4:00 pm Proposals must be submitted in accordance with the Contract Documents. Bid Security in an amount equal to ten percent of the total bid shall be submitted with each bid in accordance with the instruction to bidders. Performance and payment bonds will be required. Bonding Companies must be listed in the US Treasury Circular 570. The Labor Standards and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that a mandatory ration of apprentices and trainees to journeymen is required in each craft and the Contractor (and any subcontractors) is obliged to make a diligent effort to achieve these ratios; and that, to the greatest extent feasible, opportunities for training and employment be given to lower income of the project area businesses located in or owned in substantial part by project area residents. Nondiscrimination in employment - bidders on this work will be required to comply with Executive Order 11246 and will be required to insure that employees and applicants for employment are not discriminated against on the basis of their race, color, national origin, sex, religion, age, disability or familial status in employment or the provision of service. In addition to EEO Executive Order 11246, contractors must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in the aggregate on site construction work force for contracts and subcontracts in excess of $10,000, as per the United States Department of Labor, Office of Federal Contract Compliance Programs. Attention is called to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 179 LV and the Section 3 clause and regulations set forth in 24 CFR Part 135. In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the greatest extent feasible, minority and/or womenowned businesses located in the municipality, county or general trade areas. The Owner reserves the right to reject any or all bids or to waive any informality in the bidding. Bids may be held by the owner for a period not to exceed thirty-five (35) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding of the contract. In this period of time, no bidder may withdraw their bid liquidated damages, the sum of Two Hundred ($200.00) dollars for each day of delay.
