Paving IDIQ

a. This is a Request for Proposal for a Contractor to provide Paving Services at Edwards AFB, CA, as well as Air Force Plant 42 (AFP 42), and Air Force Research Laboratory (AFRL). This RFP consists of this Standard Form (SF) 1442 and its attachments. b. The proposed contract shall be an 5-year Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity Contract (IDIQ). c. The minimum guarantee for the contract is $200,000.00 and the maximum contract value is $70,000,000.00. d. One electronic copy of the Offeror's proposal is required. e. Blocks 11 and 12 are in reference to the seed project. f. Block 11 - The number of calendar days from the "begin performance within" and "complete it within" shall be determined at the task order level. g. Block 12 - Performance and Payment bonds will not be required for the basic contract, but will be required at the task order level. For task orders valued over $150,000.00, FAR 52.228-15 applies. For task orders valued between $35,000.00 and $150,000.00, FAR 52.228-13 applies. When required, bonds are due to the Contracting Officer within 10 calendar days after award of the task order. h. A pre-proposal conference and site visit for the seed project are scheduled for Wednesday 15 Mar 2023 at 9:00am. (see FAR Provision 52.236-27) Questions and Answers: Additional Requests for Information (RFI) must be submitted by 4:30 PM PST 21 March 2023. Any questions whether technical or contractual in nature shall be submitted in writing to the individuals identified below no later than 4:30 PM PST 21 March 2023. Questions will be consolidated, and responses will be posted to the PIEE Solicitation module by 4:30 PM PST 27 March 2023.
