Description | The Town is seeking Responses from design-build teams to complete assessment, design, permitting, conservation easement documentation, and construction at two sites along a roughly 3300-linear-foot reach of the Swannanoa River. The sites were identified in the Town's Stormwater Master Plan Update (2022) as providing opportunities to mitigate flooding and improve water quality in the watershed. The proposed Project will reduce flood risks and address water quality issues downstream and is NOT to repair or improve transportation infrastructure. The proposed Project area encompasses two (2) sites along an approximate 3,300 linear-foot reach of the Swannanoa River as further described below. The sites were identified in the Town's Stormwater Master Plan Update (2022) as providing opportunities to mitigate flooding and improve water quality in the watershed. Both Project sites are wooded and include underground utilitiessuch as natural gas and sanitary sewer lines. Consideration must be given to protection of beneficial riparian vegetation, improving buffers where appropriate, and avoiding utility impacts. Any questions regarding this RFQ/P must be received in writing via email prior to February 5, 2024, by 2:00 p.m. EST. Questions received after this date may not receive a response. Questions should be directed via email to the contact identified in Section VI. The total budget for all design-build services for the aforementioned Project has not been established. However, it is anticipated that the Project budget will not exceed $5 million. The State will determine the final amount of funding based on the final scope of work submitted, with the total grant not to exceed $5,000,000. |
