Description | **As of June 26, 2023, project was awarded to Golden Star Technology, Inc., awarded amount is $123,889.14.** 1. Submittal of Bid Proposals. All Bid proposals shall be submitted on forms furnished by the District. Bid proposals must conform with, and be responsive to, the Bid and Contract Documents. 2. License. The contractor must have a: C7 Low Voltage System Contractor. 3. DIR Registration. Pursuant to Labor Code 1725.5, all bidders and their subcontractors of any tier must be registered with the Department of Industrial Relations in order to submit a bid, be listed in a bid proposal, or engage in the performance of this contract. 4. Prevailing Wage Rates. The Contractor and all Subcontractors performing any portion of the Work shall pay not less than the applicable prevailing wage rate for the classification of labor provided by their respective workers in prosecution and execution of the Work. Pursuant to Labor Code 1773, the Director of the Department of Industrial Relations of the State of California has determined the generally prevailing rates of wages in the locality in which the Work is to be performed. 5. Bid Security. Each Bid Proposal shall be accompanied by Bid Security in an amount not less than ten (10%) of the maximum amount of the Bid Proposal, inclusive of any additive alternate bid item(s). Failure of any Bid Proposal to be accompanied by Bid Security in the form and in the amount required shall render such Bid Proposal to be non-responsive and rejected by the District. 6. Payment and Performance Bonds. A Labor and Materials Payment Bond and Performance Bond are required in the amount of 100% of the Contract amount. 7. Contract Time. Substantial Completion of the Work shall be achieved within ninety (90) days after issuance of the Notice to Proceed . Failure to achieve Substantial Completion within the Contract Time shall subject the Contractor to Liquidated Damages for delayed Substantial Completion, as set forth in the Contract Documents. 8. No Withdrawal of Bid. Except as provided in Public Contract Code Section 5100 et seq., Bid Proposals shall not be withdrawn by any Bidder for a period of sixty (60) days after the opening of Bid Proposals. During this time, all Bidders shall guarantee prices quoted in their respective Bid Proposals. Contractors shall enter the Citrus College Campus via the main entrance on Citrus Avenue. Proceed through the Campus Safety checkpoint and go directly to the Purchasing and Facilities Office. Contractors shall abide by LACDPH guidelines for COVID-19 protocols. 10. Substitute Security. Substitution of eligible and equivalent securities for any monies withheld by the District to ensure the Contractor's performance under the Contract will be permitted at the request and expense of the Contractor and in conformity with Public Contract Code 22300. The Bidder to whom the Contract is awarded shall have thirty (30) days following the award of the Contract to such Bidder to submit its written request to the District to permit the substitution of securities for retention. The failure of the Bidder to make a written request to the District within said thirty (30) day period shall be deemed a waiver of the Bidder's rights under Public Contract Code 22300. 11. Waiver of Irregularities . The District reserves the right to reject any or all Bid Proposals or to waive any irregularities or informalities in any Bid Proposal or in the bidding. 12. Award of Contract. The Contract for the Work, if awarded, will be by action of the District's Board of Trustees to the responsible Bidder submitting the lowest priced responsive Bid Proposal on the basis of the Base Bid Proposal or on the Base Bid Proposal and any combination of Alternate Bid Items selected in accordance with the applicable provisions of the Instructions for Bidders.
