Description

Town of Monon (Owner) is requesting proposals for the supply of Process Equipment for a planned Wastewater Treatment Plant Improvements Project to be bid at a later date. All addenda (if required), for this RFP, will be issued to each registered RFP . The OWNER reserves the conduct discussions with responsible offerors as allowed in Indiana Code 5-22-9. The RFP includes a scoring sheet that lists 14 criteria that will be used to evaluate the proposals. Price of the equipment is one criterion. The Owner reserves the right to reject any Proposals, or all Proposals, or to accept any Proposals or all Proposals, or to make such combination of Proposals as may seem desirable, and to waive any and all informalities in the Proposal process. Any Proposal may be withdrawn prior to the above scheduled time for the opening of Proposals or authorized postponement thereof. Any Proposal received after the time and date specified shall not be considered. NO Proposal may be withdrawn after the scheduled closing time for receipt of proposals for at least thirty (30) days. Instructions to Bidders For all further requirements regarding proposal submittal, qualifications, procedures, and contract award, refer to the RFP. Separate, individual proposals for each piece of equipment SHALL be submitted. Proposals packaging multiples pieces of equipment WILL NOT be accepted. Each submitted proposal shall clearly identify on the submittal package which piece of Process Equipment is proposed. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, and Pig iron and direct reduced iron. All iron and steel used in the project are produced in the United States. This means all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States. All manufactured products used in the project are produced in the United States. This means the manufactured product was manufactured in the United States, and the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation. All construction materials are manufactured in the United States. This means that all manufacturing processes for the construction material occurred in the United States.
