Description | SCOPE OF CONTRACT This project consists of restoration of Wetterhorn Basin Trail, National Forest System Trail (NFST) 226. Project includes restoration of nearly 8.5 miles of trail, including relocation of trail, restoration of Tread and Clearing, Talus Sections, Turnpike, Retaining Walls, Restoration of Drainage Structures including Rock and Log Waterbars and Drainage Dips, Switchbacks and Mobilization. Project is within Designated Wilderness, primitive tools only. The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and shall perform all work required to complete the project as shown on the plans, shown on the manufacturer's shop drawings, and as described in the Standard Specifications for Construction of Trails and Trail Bridges on Forest Service - Attachment 1 - Trail Specifications. NOTE: Bidders are cautioned to carefully review these Standard Specifications for Construction of Trails and Trail Bridges on Forest Service prior to submission of bids. All specifications in the "Standard Specifications for Construction of Roads and Bridges are binding on the parties signing the contract unless amended, supplemented, or replaced with Supplemental Project Specifications. AGAR 452.211-73 Attachments to Statement of Work/Specifications (FEB 1988) The attachments to the Statement of Work/Specifications listed in Section J List of Attachments, are hereby made part of this solicitation and any resultant contract. All items shown or noted on plans, which are not specifically bid items, are considered indirect payment items found in Attachment 1 Trail Specifications. The cost of furnishing and installing all indirect payment items will not be paid for separately but shall be included in the unit price bid for other items unless noted otherwise. PROJECT LOCATON Grand Mesa, Uncompahgre, and Gunnison National Forests Ouray Ranger District Ouray County, Colorado. Access to Northern Trailhead, Wetterhorn Basin Trail, National Forest System Trail (NFST) 226. From Montrose Colorado, proceed easterly along U.S. Highway 50 approximately 22 miles to the intersection with Big Cimmaron Road Montrose County Road (CR) 858. Proceed southerly along CR 858 (becoming Gunnison County Road) approximately 14 miles to the Uncompahgre National Forest Boundary, at the point CR 858 becomes National Forest System Road (NFSR) 858. Proceed along NFSR 858 southerly approximately 10 miles to intersection with NFSR 860. Proceed southerly along West Fork Road, NFSR 860 approximately 3.5 miles to the trailhead. The project begins at the trailhead. High clearance vehicles are recommended the 1.25 miles, access is not recommended on that segment as well. Trailhead Lat/Long 38"06'38.33" N, 107 degrees 33' 10.40W. Access to the Southern Trailhead, Wetterhorn Basin Train, NFST 226. From Lake City Colorado, proceed westerly along Henson Creek Road, Hinsdale CR 20 approximately 8 miles to the intersection with NFSR 870. Proceed along North Fork Henson Creek Road, NFSR 870 westerly approximately 3 miles to the trailhead. High clearance vehicles are recommended on NSFR, trailers are not recommended. Trailhead Lat/Long 38" 01' 20.79" N, 107 degrees 30' 14.13 W. C.3 MAGNITUDE OF CONSTRUCTION PROJECT FAR Part 36.204 Disclosure of the magnitude of construction projects Estimated Price Range - $250,000 to $500,000 The amount of the bid guarantee shall be 20% percent of the bid price or $500,000 whichever is less. (d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default. Product/Service Code: Z2LB Product/Service Description: REPAIR OR ALTERATION OF HIGHWAYS/ROADS/STREETS/BRIDGES/RAILWAYS SCHEDULE NOTES The offeror shall insert a quote in the Bid Schedule opposite each pay name listed in the Schedule. A quote is not to be tendered for any item not listed. All other items not listed are incidental to one of the above items above. In the event of an error in extending the bid prices, unit prices will govern, unless otherwise determined by the Contracting Officer, in accordance with applicable regulations. The offeror must quote on all items. Round to the nearest cent. Offers for quantities less than those listed in the numbered items may be rejected. Payment for bond premiums in accordance with Clause 52.232-5, Payments under Fixed-Price Construction Contracts, shall not be in addition to the contract price, but can be included under Mobilization. Payment will be made on actual work performed as described in Attachment 1 - Trail Specifications, unless otherwise noted. The pay items in the Schedule of Items may have suffixes that do not appear on the pay items in the specifications. The suffixes pertain only to sizes, classes, and/or types indicated in the item 'Descriptions,' and are used by the Government for computer tabulation of bid schedules. For the abbreviations in the schedule descriptions, see Attachment 1 - Trail Specifications. This is a Request for Proposal (RFP); no public opening will be held. Results will not be made public prior to award. Proposals submitted in response to this RFP will not be returned and will be retained by the U.S. Forest Service for official record purposes. Pre-Bid/ Pre-Proposal Conference (a) The Government is planning a pre-bid/pre-proposal conference, during which potential offerors may obtain a better understanding of the work required. (b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) In order to facilitate conference preparations, it is requested that the person named on the Standard Form 1442 of this solicitation be contacted and advised of the number of persons who will attend. (d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer.
