Pre-qualification of Professional Services for Educational Facilities Construction. A Board shall pre-qualify Professional Services for a certain period or for a specific project. The intent of this section is to prescribe uniform requirements for pre-qualification of Architects.(a) Criteria. Consultants shall be pre-qualified by a board on the basis of the following criteria and such other criteria as the board may adopt.1. Proof that the Consultant holds a license, which authorizes the consultant to design the work within the scope of the construction project.
