Description

As of September 15, 2022, this project is being bid to negotiated general contractor/construction managers only. The Board of education will award each school as a separate contract to the lowest responsible bidder, for each school at the September 2022 Board meeting. Perspective bidders may bid on any and all projects in accordance with the bid documents. No bids will be received after the stated date and time unless the contract is re-advertised for bids or unless the date and time for bid opening is changed by duly issued addendum. All bidders must use and complete all bid forms provided in the manner designated and must comply with all requirements contained in the instructions and specifications. All Bids must be submitted in a sealed envelope addressed to Matthew Paladino, Business Administrator/Board Secretary, Belleville Board of Education, Administration Building, 56 Ralph St, Belleville, New Jersey 07109, clearly marked on the outside with the name and address of the bidder and the name of the project. Any general requests for information regarding this Advertisement for Bids should be directed to Matthew Paladino, Business Administrator/Board Secretary. Questions will not be entertained after 5:00 p.m. on the third (3rd) business day before the Bid Date and Time unless the Owner, in its sole discretion, believes that an answer is required in order to maintain a competitive process. No oral or other communications during the bidding process shall bind the Owner except as shall be contained in a written Addendum which the Owner may, in its sole discretion, issue in accordance with applicable law. Each bid must be accompanied by a bid guarantee in the form of a cashiers check, certified check, or treasurers check drawn upon an incorporated bank or trust company and payable to Belleville Board of Education or a bid bond conforming to the specifications, in the amount of 10% of the bid, but not in excess of $20,000.00. No bidder may withdraw his bid within 60 days after the actual date of bid opening thereof. Each bidder shall agree to hold his/her bid price for sixty (60) days after the formal bid opening. It is the Boards intention to award the contract to the lowest qualified bidder in compliance with the specifications providing the required security who can meet the experience, technical and budget requirements. The Board reserves the right to reject any or all bids, waive any informality and to accept such bid which, in the opinion of the Board, is in the best interests of the School District. The Owner reserves the right to reject any or all bids, to the maximum extent of its lawful discretion. Bidders are required to comply with the requirements of N.J.S.A. 10:5-1 et seq., The Law Against Discrimination, and affirmative action, P.L. 1975, C. 127, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Bidders are also required to comply with N.J.S.A. 52:25-24.2 (Statement of Ownership Disclosure Requirement) and P.L. 2004, c. 57 (Business Registration provisions of N.J.S.A. 52:32-44). The above listing of relevant statutes and regulations is informational only and not intended to be all-inclusive. Bidders are required to comply with all applicable laws and regulations. Bidders and/or its subcontractors must be qualified by the Department of the Treasury, Division of Property Management and Construction (DPMC), pursuant to N.J.S.A. 18A:18A-27 through 33, and shall submit with their bids a Pre-qualification Affidavit, a copy of a valid and active NOTICE OF CLASSIFICATION, and a certified copy of a Total Amount of Uncompleted Contracts Form. Each bidder must possess one or more of the following DPMC Classifications: C008 ,C009 or C032. Each bidder must also possess or utilize subcontractors who possess the following DPMC classifications: C008 or C009, C029, C030, C032, C047 and C066. All bidders and their subcontractors shall be registered with the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. Prior to award, bidder must provide a Certificate issued by the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act, and a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue for the bidder and all subcontractors (i.e., named subcontractors) whose prices are included in the Contractors bid. Pursuant to P.L. 2009, c.315 and/or N.J.S.A. 52:32-44 Business Registration of Public Contractors, Prior to award, bidder and all named subcontractors must provide a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue. Bidders are advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 et seq. (P.L. 2005, C.271, S.3) if the Bidder receives contracts in excess of $50,000 from public entities in a calendar year. It is the Bidders responsibility to determine if filing is necessary. Additional information on this requirement is available from ELEC. The bid package will also include other documents that must be completed and returned with the bid. Failure to comply with instructions to Bidders and to complete and submit all required forms may be cause for disqualification and rejection of the bid. The Owner assumes no responsibility whatsoever in connection with any defects arising out of the issuance of the Contract Documents or the receipt or failure to receive Bids, including those which may arise from delay for any reason in obtaining or submitting the Bid, including but not limited to traffic delay, messengering, mis-labeling, mis-directions from any source, mis-delivery or otherwise. The Owner reserves the right to reject all bids and waive any minor informality in the bidding process in accordance with the law, N.J.S.A. 18A:18A-22, if it is in the best interest of the Owner. The Contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the Owner. Plan deposit is refundable in accordance with the terms in the Instructions to Bidders to all submitting bids. Any bidder requiring documents to be shipped shall make arrangements with the printer and pay for all packaging and shipping costs. As a convenience to the Contractor digital Bidding Documents, Drawings and Specifications may be obtained electronically for a nonrefundable fee of Forty-Nine Dollars ($49.00), in the form of credit card. Please note REVplans are the designated locations and means for distributing and obtaining all bid package information. All bidders are urged to register to ensure receipt of all necessary information, including bid addenda. All bid addenda will be transmitted to registered plan holders via email and will be available eletronically. Plan holders who have paid for hard copies of the bid documents will need to make the determination if hard copies of the addenda are required for their use and coordinate directly with REVplans for hard copies of addenda to be issued. There will be no charge for registered plan holders to obtain hard copies of the bid addenda.
