Description

The budget for the entire project is $7-8 M. Oconee Joint Regional Sewer Authority (Owner) is requesting Bids for the construction of the following Project: I-85 Corridor Sewer Expansion Division I & Division II DF Job No. 045004.01 EDA Grant No. 04-79-07358 RIA Grant No. R-19-2040. At that time the Bids received will be publicly opened and read The Project is being bid as two divisions. For evaluation of bids and award of contract, see Instructions to Bidders. The Project includes the following Work: Division I: One (1) 950-gpm pump station. Gravity sewer consisting of twenty-six (26) manholes and approximately 1,810 linear feet (lf) of 24-inch ductile iron pipe (DIP), 300 lf of 24-inch PVC, 2,240 lf of 21" PVC, 140 lf of 18" DIP, 1,700 lf of 18" PVC, 120 lf of 16" DIP, and 50 lf of 12-inch PVC. Sewer force main consisting of approximately 170 lf of 12" DIP and 6,175 lf of 12" PVC. Division II: One (1) 575-gpm pump station. Gravity sewer consisting of sixteen (16) manholes and approximately 435 lf of 16" DIP, 1,470 lf of 15" PVC, and 140 lf of 12-inch PVC. Sewer force main consisting of appro Prospective Bidders may examine the Bidding Documents at the Issuing Office or the Owner's Office. Copies of the Bidding Documents may be obtained from the Issuing Office by following the procedure outlined below. All Bidders shall be registered Document Holders with Davis & Floyd, Inc. To register, Bidders must submit a company name, company contact (name), valid email address, physical address, mailing address, telephone number, and request to be registered as an official Document Holder for this project. Hardcopies of the Contract Documents will also be available by a request in writing to: 164 Milestone Way Suite 200 Greenville, SC 29615 The request should be accompanied by Bidder's contact information which must match the contact information submitted for Document Holder registration. Each Bid must be accompanied by a 5% bid security in the proper form and subject to the conditions provided in the Instructions to Bidders. A Performance Bond and a Payment Bond, each in the amount of 100% of the contract price will be required of each successful Bidder. In accordance with Section 40-11-100 of the SC Code, Bids will be accepted only from properly licensed contractors for all general contracts costing $30,000 or more and all mechanical contracts costing $17,500 or more. No Bid may be withdrawn for a period of 90 days after the actual bid opening date. This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and with a grant from the SC Rural Infrastructure Authority; therefore the project is subject to the laws and regulations associated with the respective programs. All federal requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President's Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Bidders must also make positive efforts to contract with small and minority-owned business when possible. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. Bidder shall comply with the attached "Equal Employment Opportunity" requirements titled "Notice of Requirements for Affirmative Action to Ensure Equal Employment Opportunity (Executive Order 11246 and 41 CFR Part 60-4". The Owner reserves the right to waive any informalities in bidding and to reject all Bids if it is in the Owner's best interest to do so. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
