Description

Prospective Bidders, subcontractors, specialty contractors, and suppliers will have an opportunity to ask questions and familiarize themselves with the Project. A walk-through of the project sites will occur day after the pre-bid meeting to obtain a better understanding of the project scope of work. Any information exchanged during the meeting that impacts the project bid documents or the bid process is non-binding unless subsequently issued in an addendum. The City of Charlotte, North Carolina is soliciting bids from qualified solar PV providers to design, engineer and build turn-key installations of solar photovoltaic (PV) systems at the site addresses below which collectively represent approximately 420 kW DC of total solar capacity. Respondents shall have demonstrated experience designing, planning, scheduling, permitting and constructing complete solar PV systems, have knowledge of local utilities, provide project financial analysis and rebate support and provide system monitoring. Bidders must complete and sign a Confidentiality Agreement and submit the form to the Contact person listed below prior to being authorized to access to view or obtain the bidding documents. The entity who has obtained this package shall not allow any of the Restricted Data to be reproduced and re-distributed in any manner or under any circumstance. A 5% bid security is required with each bid that equals or exceeds $300,000. Until further notice, the Owner will accept electronically executed bid bonds to satisfy the requirements of N.C.G.S. 143-129(b). In order for electronically executed bid bonds to be valid, a principal and N.C. licensed surety must agree to transact by electronic means. Additionally, the Owner requires the bidder and surety to use digital signatures that have the following characteristics: (a) each signature is unique to the person using it; (b) the signatures are capable of certification; (c) each signature is under sole control of the person using it; and (d) each signature is linked to document in such a manner that if the text of the document is changed, the electronic signature is invalidated. The notary requirement is waived for bid bonds that are signed electronically. The electronically signed bid bond must still be physically submitted with the bid package.
