2022 Street Improvements

Sealed Bids from qualified CONTRACTORS for furnishing all labor, materials, equipment, means, and performing all work for the ESL-IGD-2022 Street Improvements will be opened by the Intergovernmental Grants Department doing business thru St. Clair County on behalf of the City of East St. Louis. This project is funded by the U.S. Department of Housing and Urban Development (HUD) through the CDBG program administered by St. Clair County IGD. The awarded contractor is required to utilize Minority Business Enterprise(s) (MBE) in the minimum amount of 15% of the total contract value. This Invitation to Bid should not be construed as a commitment of any kind on the part of the Intergovernmental Grants Department doing business thru St. Clair County on behalf of the City of East St. Louis, nor does it commit the Intergovernmental Grants Department doing business thru St. Clair County on behalf of the City of East St. Louis to pay for any costs incurred in the submission of a bid package, nor for any costs incurred prior to the execution of a formal Agreement. The right is reserved to accept any bid or any part or parts thereof or to reject any and all bids. The selected bidder will be required to comply with all applicable Equal Employment Opportunity laws and regulations and all applicable Prevailing Wage regulations.A site visit consists for at least 6 hours of construction staking. If the Contractor requests work in such a manner or schedule that it will require more than the site visits list above, additional costs will be the responsibility of the Contractor
