Description DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, equipment, cleaning supplies and/or chemicals and labor necessary to ensure that custodial services are performed at the Venango CBOC, 464 Allegheny Boulevard, Franklin, PA 16323. The custodial services shall be done in a manner that will maintain an exemplary facility condition and present a clean, neat well-maintained and professional appearance. Custodial Services for the Venango CBOC shall be done in accordance with specifications, conditions, and schedules. The government intends to award a base year contract with four, one-year options. BASIC CLEANING SERVICES. The Contractor shall furnish all cleaning task to meet the requirements of this SOW and the Service Delivery Summary (SDS). MAINTAIN FLOORS. All floors, except carpeted areas, shall be swept, dust mopped, and damp mopped, to ensure they have a uniform, glossy appearance and freedom from dirt, debris, dust, scuff marks, heel marks, other stains and discoloration, and other foreign matter. The floors shall be dry buffed, and spray buffed, at least three times weekly. Baseboards, corners, and wall/floor edges shall also be swept, dusted and mopped, daily. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original and proper position. All REMOVE TRASH. All trash containers shall be emptied daily and returned to their initial location. Boxes, cans, paper placed near trash receptacle and marked TRASH shall be removed. Any obviously soiled or torn plastic receptacle liners shall be replaced daily. The trash shall be deposited in the dumpster located nearest outside trash collection container daily. Trash receptacles shall be left clean, free of foreign matter, and free of odors. CLEAN INTERIOR GLASS/MIRRORS. Clean all interior glass, including glass doors, partitions, walls, display cases, directory boards, etc., daily. After cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter. CLEAN DRINKING FOUNTAINS. Clean and disinfect all porcelain and polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountain, daily. Drinking fountains shall be free of streaks, stains, spots, smudges, scale and other obvious soil. VACUMM CARPETS. Vacuum carpeted areas daily. After vacuuming, the carpeted area shall be free of all visible dirt, debris, litter and other foreign matter. Any spots shall be removed by manufacturer s approved methods as soon as noticed. All tears, burns, and raveling shall be bought to the attention of the government representative. Area and throw rugs are included to receive this service daily. CLEAN CARPETS. Spot clean or shampoo dirty carpets over an area of two square feet or less as needed, but no less than one time per week. Spots must be removed immediately. VACUUM AND CLEAN FLOOR MATS. Vacuum and clean interior and exterior floor mats daily. After vacuuming or cleaning, mats shall be free of all visible lint, liter, soil and other foreign matter. Soil and moisture underneath mats shall be removed daily and mats returned to their normal location. GENERAL SPOT CLEANING. Perform daily spot cleaning of interior building surfaces on a continual basis. Spot cleaning includes, but is not limited to, removing, or cleaning smudges, fingerprints, marks, streaks, spills, etc., from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, door handles, push bars, kick plates, light switches, temperature controls, and fixtures. After spot cleaning, the surface shall have a clean, uniform appearance, free of streaks, spots, mold, mildew, lint, spills, stains, cobwebs, unpleasant odors, and evidence of soil. GENERAL DUSTING. All horizontal surfaces must be dusted or cleaned daily to eliminate the collection of dust. CLEAN FURNITURE. Furniture shall be free of dirt, soil, gum, lint, streaks, spots and stains, and moisture. All damaged or stained areas that cannot be removed must be reported to the Government representative within twenty-four (24) hours. BASIC RESTROOM CLEANING SERVICES. The contractor shall accomplish all cleaning task daily to meet the requirements of this SOW and the Service Delivery Summary (SDS). CLEAN AND DISINFECT. On a daily basis, completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, dispensers, plumbing fixtures, saunas, partitions, dispensers, doors, walls, and other such surfaces, using a germicidal detergent. After cleaning, receptacles will be free of deposits, dirt, streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals and toilets. DESCALE TOILET BOWLS AND URINALS. Descaling shall be performed no less than three times weekly as a minimum and as often as needed to keep areas free of scale, soap films, and other deposits. After descaling, surfaces shall be free from streaks, stains, scale, scum, urine deposits and rust stains. SWEEP AND MOP FLOORS. After daily sweeping and mopping, the entire floor surface, including grout, shall be free from litter, dirt, dust and debris. Grout on wall and floor tiles shall be free of dirt, scum, mildew, residue etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film or standing water. Moveable items shall be moved to sweep and damp mop underneath. Floors shall be stripped, scrubbed, waxed, etc., as necessary (annually at a minimum) to maintain sanitary conditions and a clean, uniform appearance. STOCK RESTROOM SUPPLIES. Contractor shall ensure restrooms throughout the clinic are stocked sufficiently so that paper supplies, soap for the soap dispensers, and hand sanitizer do not run out. Supplies shall be stored in designated custodial closets. Cleaning staff shall lock all custodial closets after completing daily cleaning services. SELECTION OF CLEANING PRODUCTS. The vendor shall use janitorial cleaning products that are ecologically packaged, considered environmentally beneficial and/or recycled products that are phosphate-free, non-corrosive, non-flammable, and fully biodegradable. Vendor shall minimize the use of harsh chemicals and the release of irritating fumes. TOILET/SINK SUPPLIES. The vendor shall provide and maintain all toilet supplies required which includes, but is not limited to: toilet paper, paper towels, hand soap, and antibacterial soap. Regular hand soap shall be provided for the bathrooms. Standardization calls for the usage of STERIS Brand, Kindest Kare (1105-87) and Bactoshield CHG 2% (1322-BJ) antibacterial soap and hand sanitizer or approved equal to be provided for all sinks. PAPER SUPPLIES. The vendor shall select paper products (i.e., bathroom tissue and paper towels) with recycled content conforming to EPA's CPG (Comprehensive Procurement Guideline). PERIODIC CLEANING SERVICES. STRIP, SCRUB, SEAL AND WAX FLOORS. Strip, scrub, seal, wax floors weekly to maintain a uniform glossy appearance as needed (annually at a minimum). A non-skid wax is required. A uniform glassy appearance is free of scuff marks, heel marks, wax build-up and other stains and discolorations. CLEAN INTERIOR WINDOWS. Clean interior glass surfaces daily. All traces of film, dirt, smudges, water and other foreign matter shall be removed from frames, casings, sills and glass. CLEAN/SHAMPOO CARPETS. Shampooing carpets shall occur on a quarterly basis and shall be cleaned in accordance with standard commercial practices. A heavy-duty spot remover may be required in heavily soiled areas. After shampooing, the carpeted area will be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items. Chairs, trash receptacles, and other items shall be moved to clean carpets underneath and returned to their original location. CLEAN/CHECK LIGHT FIXTURES. Light fixtures shall be checked and cleaned weekly. Light fixtures shall be free of all traces of dirt, dust, bugs and other foreign matter. EMERGENCY OR SPECIAL EVENT CLEANING SERVICES. Upon notification, the Contractor shall perform emergency or special event cleaning required in any building, area, or room covered under this contract. The contracting officer shall order cleaning services through issuance of a delivery order for the appropriate and required work task(s). Contractor shall begin emergency work, as determined by the contracting officer, within one hour of notification, which may be verbal. The contracting officer or designated representative will notify the contractor as soon as a special event requirement is known, but no less than 24 hours prior to event. Completion schedule shall b determined for each delivery order. SERVICE DELIVERY SUMMARY. The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes he minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
