Description | The project is located in the City of New Carlisle, Ohio. Each bid shall contain the full name and address of each person or company submitting a bid. All bids must be submitted to the Clerks Office of the Clark County Commissioners, Clark County Commission Office, Clark County Springview Government Center, 3130 East Main Street, Springfield, OH 45503 Bids shall be clearly marked on the outside of the envelope in the lower left hand corner as the Fenwick Drive Phase II Bid. The proposal must be made on the forms provided therefore in the bid documents, or a copy thereof, with a price quoted for the work, the price of labor and materials to be separately stated. Attention of bidders is called to the following requirements: all requirements contained in the bid packet, particularly to the Federal Labor Standards Provisions and Davis-Bacon Wages, Federal Section 3 Requirements, various insurance requirements, various equal opportunity provisions, the requirement for payment bond and Performance Bond, Personal Property Tax Statement, and Non-Collusion Affidavit. Funding for this project is being provided by the PY2022 CDBG Critical Infrastructure Grant Program and local monies. NO Pre-Bid Meeting will be held. All bids must be accompanied by a Bid Bond for the full amount of the bid or a certified check, or cashiers check equal to 10% of the bid. Failure to submit a proper bid bond will automatically invalidate the bid. Checks shall be made payable to the Board of Clark County Commissioners. The successful bidder will be required to post a Performance Bond in the amount equal to 100% of the bid award and if bidder fails to post same, the bid guaranty shall be forfeited as liquidated damages. Checks of the unsuccessful bidders will be returned immediately after bid award is made. No bidder may withdraw his proposal within sixty (60) days after the actual date of the opening thereof. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, or national origin. The successful bidder will be required to pay not less than the minimum wage rates established by the Davis-Bacon Act Prevailing Wages in accordance with all provisions of the Prevailing Wage Act of the U.S. Department of Labor and related requirements. The apparent successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed, or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the Countys financial requirements/tests, a copy of which are included in the bid documents. The County reserves the right to accept or reject any and all proposals; to waive any irregularities or informalities in the bidding; and to enter into a contract with the bidder who in its consideration offers the lowest and best bid. Please note the County is exempt from all Federal, State and Local Sales and/or Excise Taxes. |
