Description

The Project includes the following Work: Furnish all labor, materials, and equipment required to provide an iron and manganese removal plant with pellet softening, aeration, detention, pressure filtration, recirculation pumps, low service pumps, backwash pumps, chemical feeds, ground storage reservoir, backwash lagoons, instrumentation, SCADA controls and all appurtenances as described in the plans and specifications covering this work. Bidders must secure their information as to the condition of the site and all local conditions affecting the work prior to submitting their proposals. Bidders are notified that the price bid must include everything as described in the specifications and shown on the drawings. No extra of any kind will be allowed unless ordered in writing by the Owner. Participation in a U.S. Department of Labor approved and registered apprenticeship & training program is required by the Environmental Protection Act (415 ILCS 5/14.7) and the Illinois Procurement Code (30 ILCS 500/30-22). Bidders shall submit a Certification of Registration in an approved Apprenticeship and Training Program issued by the DOL Employment and Training Administration Apprenticeship Program, with their bid. The Construction Contract for this project is subject to "An Act regulating wages of laborers, mechanics and other workers employed in any public works by the State, County, City or any public body or any political subdivision or by anyone under contract for public works", approved June 26, 1941, as amended, being Section 820 ILCS 130/1-12 Illinois Compiled Statutes, commonly referred to as The Prevailing Wage Act. The Construction Contract for this project is also subject to the Employment of Illinois Workers on Public Works Act (30 ILCS 570). The Construction Contract for this project is also subject to the Illinois Works Jobs Program Act, 30 ILCS 559/Art. 20 Illinois Works Apprenticeship Initiative. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. Any contract awarded under this Invitation for Bids will require performance and payment bonds in the amount of 100% of the contract price. The OWNER may make such investigations as he deems necessary to determine the ability of the BIDDER to perform the WORK, and the BIDDER shall furnish to the OWNER all such information and data for this purpose as the OWNER may request. The OWNER reserves the right to reject any BID if the evidence submitted by, or investigation of, such BIDDER fails to satisfy the OWNER that such BIDDER is properly qualified to carry out the obligations of the Agreement and to complete the WORK contemplated therein.
