Description | The Monroe County Commission will accept sealed bids for Additions and Renovations to the Monroe County Courthouse located at 350 Main Street, Union, WV. The project's main objective is getting the courtroom and ancillary support spaces open and operational. The courtroom floor has been closed for a few years due to remediation efforts to eliminate mold issues. This work has been completed by the county. The project scope includes the construction of three small additions to the existing courthouse and the renovation and build-out of the circuit courtroom and ancillary support spaces for the jury chambers on the second floor of the existing courthouse. This space has been partially demolished and cleaned out from the previous remediation effort. The project scope includes three separate additions to the existing courthouse. The front addition will be 2-story and will mainly house a new public elevator, public toilet, and access to tie into the existing courthouse. The rear addition of the courthouse will be 3-story, masonry and steel structure, housing a second elevator (court use), stairwell, holding cells and circulation corridors. The third addition will be built over the existing records room and will be on the same floor as the courtroom, housing the Judge's Chamber, clerk and other administrative areas to support the Circuit Court. Materials and construction methods include foundation piles (caissons), concrete grade beams, reinforced footings and floor slab areas. Metal stud wall framing, unit masonry, steel structure (columns, beams, joists) and some concrete plank floor structure make up the main building structure. The building envelope includes insulation/barriers, glass curtain wall and aluminum storefront systems with low E, insulated, tinted glass and spandrel panels, a metal wall panel system, and brick veneer. New roof areas will be a fully adhered membrane system with tapered insulation to drains. There will be some selective demolition involved to accommodate the work, including some existing membrane roof areas that will be replaced in the scope. Finishes include painted gypsum board, carpet tile, porcelain tile, epoxy floor areas, wood veneer panels and wood trim, acoustical ceilings and wall panels. Solid core wood doors, steel/hollow metal doors, hollow metal frames, and wood frames are all used on the project. Mechanical, Electrical and Plumbing Systems (MEP) will be provided per the documentation including a new HVAC system for the existing courthouse space, all floors, and electrical service upgrades required, including provisions for a future generator. Each bidder will be required to furnish a certified check or bank draft payable to the Monroe County Commission or a Bid Bond executed by the Bidder and a grantee Bidder and a Bidder surety company approved by the Monroe County Commission, West Virginia, in an amount equal to five percent (5%) of the total projected cost of the work, materials and labor, plus proposed fee, which shall be submitted with each Bid to guarantee the Bidder's entrance into a Contract, if given the award. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances. The Monroe County Commission reserves the right to reject any or all bids and to waive any informalities therein. No bid may be withdrawn for a period of thirty (30) days after the time of opening of the bids. |
