Description | The Multnomah County Department of County Assets, Facilities and Property Management is seeking Proposers from whom it may purchase refuse removal, co-mingled recycling, glass recycling, composting, and hauling services for County-operated facilities. This Request for Proposal (RFP) puts a high emphasis on efficiency in service delivery through strategic planning and performance reporting and reflects the County's stated goal to divert at least 65% of overall solid waste stream to recycling. The Contractor will provide the County integrated and comprehensive recycling, composting and garbage hauling service, characterized by frequent and accurate performance measurement and cost analysis through an active and engaged partnership. Question Submission Close Date 12/6/2022 4:00 PM PST Contractor shall provide refuse removal, co-mingled recycling, glass recycling, composting, and hauling services (collectively the "Service(s)") for County-operated facilities. The sites to which the Contractor shall provide recurring Services are listed on Attachment 1 - Service Sites (the "Sites"). The County may add and subtract Sites and modify container size, quantity and pickup requirements at any time over the term of the contract. The County may request temporary Services at construction sites, special clean-up projects, or residential sites where hauling service areas are unfranchised. The Contractor shall provide recycling solutions for "non-standard" items like Styrofoam, rigid plastics, plastic wrap and packaging materials, etc. Materials serviced in the RFP include but are not limited to: Co-mingled recycling (Paper, Metal, and Plastic). Glass recycling. Food waste composting. Yard debris composting. Wood recycling. Scrap metal recycling. Garbage (Landfilling). GENERAL REQUIREMENTS The Contractor shall provide all labor, equipment, apparatus, appliances, tools, transportation and permits as required to perform the Services. Contractor will procure all licenses, pay all charges and fees, and give all notices necessary and incidental to the lawful fulfillment of the Services to be provided. Contractor will ensure that all services are provided on schedule. In the event of a failure to provide scheduled services, the County should be notified by the Contractor, on the day of the failure, and the Contractor shall independently schedule for replacement services within twenty-four 24 hours. All Services performed shall be to the highest industry standards for services of this type, done by those normally engaged in this type of business. Contractor shall comply with all ordinances, codes, and laws of Authorities having Jurisdiction while performing the prescribed work, including, but not limited to; safety, fire, storm water and containers in the right of way. Where requirements, codes or documents conflict, Contractor shall comply with those that are the most stringent. Compliance shall include, but not be limited to, the latest rules, regulations, amendments and supplements of following: i. Williams-Steiger Occupational Safety & Health Act of 1970, Public Law 91-596. ii. Rehabilitation Act of 1973. iii. Americans with Disabilities Act (ADA) of 1990. Contractor shall maintain responsibility for all Service delivery means and methods. Contractor shall be liable for damage resulting from incidental damage or negligence to County property. The County will assess the damage and hire County personnel or a second-party contractor, at the County's discretion, to correct the damage. The County will invoice the Contractor for the cost of the damage. If the Contractor fails to pay for the cost of the damage within sixty (60) days, the County reserves the right to hold payment as liquidated damages from Contractor's invoices. Multiple incidents of damage or safety violations may be cause for termination of this Contract and restrictions from future contracts. Contractor shall: i. Verify the existence and location of access routes, container locations, site improvements, utility services, and potential encumbrances with respect to the designated Sites. ii. Before beginning work, investigate and verify the existence and location of items that may affect the Services. iii. Verify physical dimensions of equipment, available space, and clearance requirements for container installation and service delivery. iv. Check access routes through secure areas. v. Instruct employees in all traffic conditions and safety practices at pickup locations and on County property (e.g. Drivers shall operate vehicles with extreme caution and shall not exceed 10 mph while on County property). vi. Perform services in a manner that eliminates and avoids undue noise, safety hazards or damage, and does not create unsanitary or unsightly conditions at the pickup locations or on County Sites at large. vii. Provide signage as required to direct and protect County employees and the public. The Contractor shall occupy an office in the County or the Greater Portland Metropolitan Area with regular office hours (Monday-Friday). The Contractor will designate one representative to be the primary point of contact for all contract-related items, service delivery, and receivables. A backup should be available at all times. The Contractor shall develop and provide education and training material for dissemination to County employees. The Contractor shall be available at least four (4) times a year to participate in education or training seminars on waste reduction measures, recyclable materials, and shredding practices. Seminars shall educate and train County employees as needed on proper reuse and return programs, compost procedures, recyclable and waste segregation requirements, and the effects of recyclable contamination. Fixed Term with County right to terminate on the anniversary date. The contract term shall be five (5) years. The County shall have the right to terminate the contract on any contract anniversary. |
