Description | The Port of Tacoma (Port) and the Northwest Seaport Alliance (NWSA) are soliciting Statements of Qualifications (SOQ) from highly qualified teams interested in providing professional consulting services to assist the Port and the NWSA On-Call Marine Structures Facility Assessment Services for the South Harbor (Tacoma). The Port/NWSA owns or leases a variety of marine structures including, but not limited to: docks, wharves, trestles, bulkheads and piers. These structures may be constructed of timber, steel, concrete and other building materials. Many of these structures are near, or past, their original design life. As such, the Port/NWSA is seeking one consultant team to provide guidance on an on-call basis regarding the condition and safe use of the structures as detailed further in the Scope of Services. The Port/NWSA primary intent with this contract is to conduct inspections, under water (including piles and cathodic protection), under dock (pile caps, framing and bollard anchorage, bulkhead walls and above dock (bull rail, appurtenances, decking, pavement and fenders). The Port previously conducted inspections in 2019 and 2021. The Port will provide the inspection matrix and previous inspection reports to the selected team. In general, all timber components are inspected every 2 years, older concrete structures are inspected every 4 years and newer concrete structures are inspected every 6 years. All above deck components are inspected and 25% of the piles above the water line and 20% below the waterline are inspected in accordance with ASCE Manuals and Reports on Engineering Practice No. 130 Waterfront Facilities and Inspection and Assessment. Initially, inspection of the following facilities are to be complete by mid November 2023. Another round of routine inspections are scheduled for 2025. |
