Description | Project was awarded to Ka’iwa Construction, Inc. for ($7,377,246.38) The project includes removal of the existing asphalt concrete pavement for Puhi Road from Kaneka Street to Haleukana Street. Puhi Road will be reconstructed to include both asphalt concrete (AC) and Portland cement concrete (PCC) travel lanes, bike lanes and parallel parking areas; concrete curb and gutter with concrete sidewalks and paths; curb ramps; grade adjustment wall; grassed swales; catch basins, drain inlets and drain lines; fire hydrant relocations; utility adjustments; AC and PCC pavement transition areas; pavement striping; and pavement markers. During construction, two-way traffic shall be maintained between Kaneka Street and Hanalima Street for the entire duration of the project. Contractors interested in accessing and responding to Invitation For Bid (IFB) Document No. 3862, assigned by the Division of Purchasing must be registered as a Public Purchase Vendor, Hawaii Region, and Kauai County Agency. To be eligible to bid, bidders must possess a valid State of Hawaii General Engineering Contractor's "A" license, prior to the award of the contract. The U.S. Department of Transportation Regulation entitled "Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation," Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project. Bidders are hereby notified that the Department of Transportation will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, national origin, or sex (as directed by 23 CFR Part 200) The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246 shall be complied with on this project. The U.S. Department of Transportation Regulations entitled "Participation by Disadvantaged Business Enterprise in Department of Transportation Programs", Title 49, Codeof Federal Regulations, Part 26 is applicable to this project. Bidders are hereby notified that the Department of Transportation will strictly enforce full compliance with all of the requirements of the Disadvantaged Business Enterprise (SBE) program with respect to this project. Bidders are further notified of the requirements of Act 190, SLH 2011, SB 758, wherein the County of Kaua'i is required to utilize the Hawai'i Compliance Express (HCE) to obtain proof of compliance with tax, registration, and labor requirements prior to the issuance of an award. Bidders are strongly encouraged to register via HCE to allow for needed proof of compliance prior to the issuance of an award (HRS 103D328, HRS 103D-310, HAR 3-122-112). Bidders are directed to read and be familiar with the Disadvantaged Business Enterprise (DBE) Requirements, which establishes the program requirements pursuant to Title 49 Code of Federal Regulations Part 26 and, particularly, the requirements of certification, method of award, and evidence of good faith. Estimated construction cost is between $7,000,000 and $9,000,000. *The value for this project is based on a financial range.
