023 Waterline Improvement Project. Each bid must be accompanied by a certified check or by a Bid Bond in the amount of five percent (5%) of the total amount of the Bid, which shall be in the form and subject to the conditions provided in the Information for Bidders. Each Bid must also be accompanied by proof of the Bidder's registration with the U.S. Government's System for Award Management (SAM) by providing its Unique Entity ID (UEI) number. The successful Bidder will also be required to execute a Performance Bond and a Payment Bond, each in the amount of 100% of the Contract, issued by a Surety Company licensed to operate in the State of Mississippi. No bidder may withdraw its bid within thirty (30) days after the actual date of the opening thereof. The Owner reserves the right to reject any and all bids. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
