Description

The Louisville Regional Airport Authority (Owner/Authority) will receive competitive sealed bids for the Central Generator Plant and Microgrid project at the Louisville Muhammad Ali International Airport (Airport) located in Jefferson County, Kentucky (the "Project"). The Project includes: Construction of new Generator Building south of existing Main Switchgear Building (3) 2.25MW Tier 4 Diesel Generator Sets in enclosures, with space for (1) future Generator Base Fuel Tanks sized to provide 72 hours of runtime at 75% rated load 15kV Generator Paralleling Switchgear, and integration with Existing Switchgear Clean Agent Fire Suppression Systems in existing and generator switchgear buildings Removal of existing generators at Operations Center, Landside, and Airside Terminals 500kW / 1.5MwH Battery Energy Storage System for Demand Reduction 80kWDC Photovoltaic (PV) System on East Baggage Building Roof Construction of Generator Building will also require: - Removal and replacement of portion of terminal apron pavement - Removal and realignment of portions of blast fence - Removal and installation of new AOA fencing - Relocation of edge lighting circuit - Installation of new emergency distribution feeders, switchgear and transformers Each sealed Bid shall be accompanied by an irrevocable Bank Letter of Credit, or satisfactory Bid Bond with good corporate surety, in a sum not less than ten percent (10%) of the aggregate amount of the Bid, payable without condition to the Owner, to guarantee that if the Bidder's offer results in an Award, the Bidder will furnish all required bonds, insurance certificate(s) and insurance policy(ies) within ten Calendar Days after the date Notice of Award is given, and enter into the Contract within thirty (30) days after Notice of Award is given. Any questions from the prospective Bidders will be accepted in writing 5:00 PM local time on September 15, 2023 after which no questions will be answered. Questions submitted should be directed to Engineering@flylouisville.com. All questions must be put on the Bid Question and Answer Form. Timetables Goals for minority participation for each trade: 11.2% Goals for female participation in each trade: 6.9% DBE Contract Goal A DBE contract goal of 12.2 percent has been established for this contract. The Contractor has full responsibility to monitor compliance to the referenced statute or regulation. The Contractor must address any claims or disputes that arise from this requirement directly with the U.S. Department of Labor - Wage and Hour Division The Owner will encourage the successful Bidder to enter into, and will assist the successful Bidder in securing, a project agreement, or other agreement, to reduce the risk of work stoppages or other labor related delays during the term of the Project. The Owner will encourage the successful Bidder to employ local labor for all but supervisory personnel for the Project. The Owner reserves the right to waive any informality or irregularity in any bid or bid guaranty, to reject any or all bids, to award or refrain from awarding a contract for the work, and to negotiate with the apparent qualified responsible bidder to such extent as may be beneficial to the Owner.
