Description

Design, development and construction of wetlands or other preserves; assist the District in delineating wetlands and other preserves and obtaining required permits; provide wetland mitigation, including eradication of exotics, reconstruction, replacing and oversight; provide maintenance, monitoring and Quarterly Maintenance for wetlands sites and other preserves; provide identification of protected animal species, assistance with permitting and relocation when required. All services to be provided on an as-needed basis. When services are required quotes will be solicited from the pool of awarded vendors and pricing shall be in accordance with pricing submitted on the bid summary document uploaded with responses to this bid. All work must be performed in accordance with local, state and federal regulations. Quarterly removal of exotic and invasive species in wetland and upland preserve areas on District owned properties. Sites must comply with applicable South Florida Water Management District permits and applicable Palm Beach County approved Preserve Management Plans. -Supply all supervision, labor, herbicides, tools, materials and hauling in order to eradicate all exotic and invasive plant species (non-native FLEPPC Category I and II species), using Best Management Practices and University of Florida IFAS treatment methods for each species in accordance with the SDS and herbicide label instructions -Glyphosate cannot be used as an herbicide. Awarded vendor may use herbicides as long as it's use is permitted in the State of Florida using Best Management Practices and University of Florida IFAS treatment methods for each species in accordance with the SDS and herbicide label restrictions List of Schools included in Quarterly Maintenance are; 1. Freedom Shores Elementary School 2. East Transportation 3. Royal Palm Beach HS 4. Osceola Creek Middle School 5. Acreage Pines Elementary School 6. Westward Elementary School 7. Jupiter Farms Elementary School 8. Jupiter Middle School 9. W. T. Dwyer High School 10. DD Eisenhower Elementary School 11. Pierce Hammock Elementary School. Year Monitoring and Maintenance Program for the New HS 03-OOO Wetland and Upland Preserve 5-Year Monitoring Program Implement and document in written reports, the 5-year monitoring program in accordance with the Mitigation Plan-Exhibit N0. 3.0 of Individual Environmental Resource Permit (ERP) No-105122-P (see attached). A total of 8 formal reports must be written for submittal to the South Florida Water Management as required by the permit, they include: One (1) Time-Zero (Baseline) Report. Four (4) semiannual monitoring reports for the first two years after construction is complete. Three (3) annual reports for the remaining three years. Q & A deadline: Aug 10, 2022 5:00:00 PM EDT. As per The Mitigation Plan of the permit, each Monitoring Report must include: A summary of visual field operations, including the number and/or percent cover of plant species. Comments and/or recommendations for permit compliance. Photographs taken at specific photo stations. Observations of fish, wildlife and aquatic macrofauna. Valuation of success of the mitigation and maintenance effort as described in the Mitigation Plan. Pricing to be submitted on Section I, II & III Bid Summary Documents included with this invitation to bid.
