Description | For Street Improvement Project Wyoming Street From Goldenwest Street to Olive Street Clemente St / Natoma Ave From Whitley Ave to Coronado St Alley 29 Between Thorpe Ave and Summerwood St Bids shall be for furnishing all labor, equipment, and materials in accordance with the specifications. The bidder must also submit with their proposal a satisfactory certified or cashier's check certified by a responsible bank, cash, or bidder's bond on the City's bond form in favor of the City of Westminster, executed by an admitted surety insurer authorized to issue such bonds in the State of California and secured through an authorized agent with an office in California, subject to approval of the City Attorney, in an amount equal to at least 10% of the amount bid. Such bidder's security to be forfeited to the City of Westminster should the successful bidder to whom the contract is awarded fail to timely execute the contract and deliver the necessary bonds and insurance certificates and endorsements as specified in the contract documents. No contract will be awarded other than to a Contractor properly licensed in accordance with the provisions of Chapter 9, Division 3 of the Business and Professions Code of the State of California, cited as the Contractor's License Law. At the time the bid is submitted, the Contractor shall possess a valid Class A or C Contractor's License. The City shall, before awarding a bid, verify that a Contractor was properly licensed when the Contractor submitted the bid. In the event of a dispute as to the classification of license required, the opinion of the Contractor's State License Board shall prevail. City declares and bidder acknowledges that this is a public works project requiring the payment of prevailing wages for all work on the project required by state law to be done by contractors, subcontractors, or their employees, whether hired by the bidder pursuant to this project or provided for by agreement between the bidder and any other contractor or subcontractor. Bidder shall inform all subcontractors on the project in writing that each is obligated to pay prevailing wages and the bidder awarded the contract shall ensure that prevailing wages are paid on the project. Bidders are hereby notified that pursuant to Sections 1770 et seq. of the Labor Code of the State of California, the City Council of the City of Westminster incorporates herein by reference the general prevailing rate of per diem wages as determined by the Director of Industrial Relations of the State of California. Copies of the prevailing wages are on file in the office of the City Engineer and will be made available to any interested party on request. In accordance with the Labor Code, no worker employed upon work under contract to the City shall be paid less than the above referenced prevailing wage rate. Any classification omitted therein shall be paid not less than the prevailing wage scale as established for similar work in the particular area. Sunday and holiday time shall be paid at the wage rates determined by the Director of Industrial Relations. In addition, bidders are hereby notified that pursuant to Section 1777.1 of the Labor Code, Contractors who are ineligible to bid or work on a Public Works project as determined by the Labor Commissioner, are prohibited to act as a subcontractor; prohibited to employ an ineligible subcontractor; and prohibited to submit a bid on this project. Pursuant to Section 1725.5 of the Labor Code, contractor shall register with the Department of Industrial Relations (DIR) to be qualified to bid on, be listed in a bid proposal, or engage in the performance of any public works contract. All bids shall be based on the content of the contract documents which consist of the Notice Inviting Bids, Information Required of Bidder, Contract, all Provisions, Construction Plans, Drawings and Details, the Bid, and any Technical Specifications, which are by this reference incorporated herein. The work shall be done in accordance with these plans and specifications. Any questions regarding these specifications should be addressed to the Project Engineer, Cindy Huynh, at (714) 548-3497. The latest edition of the Standard Specifications for Public Works Construction (Green Book), including any supplements, is included by reference as a part of the Specifications for this project. If awarded, Contractor shall commence the work on Monday, February 6th, 2023 and complete final paving before April 1, 2023. The City of Westminster reserves the right to accept or reject any bids presented, to waive any irregularity and informality in the bids and bid process, and to retain all bids and guarantees for a period of sixty (60) days for examination and comparison, all as specified in the contract documents. The proposed work includes: Construction of an 80-feet span, prestressed concrete NU-Girder bridge with approach roadway work, and any incidental work in accordance with the plans and specifications. The project is located on County Road 409, in Section 29, Township 52 N, Range 3 W, Pike County, Missouri, over Lick Creek. The work consists of constructing PCC curb, gutter, sidewalk, driveway approach; cold planing existing pavement areas; installing two inches of asphalt rubberized hot mix (ARHM) concrete pavement; installing, adjusting storm drain and sewer manholes, water/fire hydrant valves, and water meters to finished grade; installing striping, pavement markings, curb painting and signs; and all appurtenant work in connection therewith. B. Control of Work. The City shall decide all questions, which may arise as to the quality of, and acceptability of the materials and work.
