Description

The opinion of probable cost for the Project as of December 9, 2022 is as follows: Contract 1-2022: $29,200,000 (Lump Sum Base Bid) $29,450,000 (Lump Sum Base Bid plus Bid Alternative No. 1) $30,550,000 (Lump Sum Base Bid plus Bid Alternative No. 2) $30,800,000 (Lump Sum Base Bid plus Bid Alternative No. 1 and Bid Alternative No. 2) Online Bidding: Available Description: The Project includes the following Work: Demolition of existing water treatment facilities (WTP Nos. 1 and 2) and construction of a reverse osmosis (RO) water treatment plant. The new water treatment plant process will include: low lift pumps, pressure filtration, RO feed pumps, RO cartridge filters, RO treatment skids, RO clean in place skid, clearwell, high service pumps, treatment chemicals, and related site, structural, mechanical, electrical, controls and monitoring systems, and related appurtenances. Additional Description: The Bid must be accompanied by Bid Guaranty and Contract Bond for the full amount of the Bid or Bid security made payable to OWNER in an amount of 10% of the Bidder's maximum Bid price in accordance with O.R.C. 153.54. CONTRACTOR shall pay wages to each laborer and mechanic at a rate not less than those on similar projects within the area as determined by the U.S. Secretary of Labor. Any contract or Contracts to be awarded are expected to be funded in part by a loan from the Ohio Environmental Protection Agency (OEPA) Drinking Water Assistance Fund (DWAF)-Water Supply Revolving Loan Account (WSRLA) funds. Bidders must demonstrate positive efforts to utilize DBEs. This procurement will be subject to regulations contained in 40 CFR 35.3145(d), and P.L. 102 389 and 100 590. In addition, Bidders shall comply with Executive Orders 11625, 12138, 12432. Bidders should encourage the participation of small businesses in rural areas. Materials incorporated into the projects shall comply with American Iron and Steel requirements. The City of Marietta reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 110 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder.
