Description | GENERAL INFORMATION: Proposals shall be valid for 60 days after the date of receipt for the solicitation. If additional time is needed, an extension will be requested. Refer to Section 50 for instructions on preparing your proposal and pricing. Submit technical proposals and price proposals separately, via email, to the individual(s) shown in box 28 of page 1. All Contractors must be actively registered in the System for Award Management (SAM) https://SAM.gov to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service - you do not need to pay to register in this system. If your registration is not active, you will not be considered for award. Reasonable responses to relevant questions posed by the debriefed offeror as to whether sourceselection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency Notes: These schedules are for pricing/payment purposes. See Instructions to Offerors for business proposal requirements. Price Proposals MUST be provided on ALL Items in Schedules: Mandatory Work and Optional Work Activities and Timber or other products Removal Price Schedule. Unit prices prevail. If TSA product(s) are not being requested to be included product at this time, offer flat and total offer may be left blank. In addition to the price to be paid the Contractor for timber products removal, the Contractor shall pay deposits for Slash Disposal in the amount of $5.34/CCF and Surface Rock Deposits in the amount of $0.22/CCF A site visit is scheduled for Thursday, August 11, 2022, to view the project area and discuss the objectives of this contract. The meeting will take place at 9:00 am at the Hawkwright Motorized Trailhead parking lot. The trailhead parking lot can be navigated to by heading west on Hwy-16 from Custer for approximately 9 miles, turning south onto Pass Creek Rd for approximately 6.5 miles. The destination is on the east side of Pass Creek Rd. If you wish to attend, please RSVP to rayma.daigle@usda.gov. The site visit will NOT occur if there is no interest. PERIOD OF PERFORMANCE IS FROM DATE OF AWARD THROUGH MARCH 31, 2030 LAND MANAGEMENT ACTIVITIES. Performance of land management activities shall be in accordance with Project Description and Work Specifications. Payment for Land Management Work Activities in Schedule of Items will be made in Stewardship Credits and Appropriated Funds. All Base Work Activities (Mandatory) shall be performed. Optional activities are listed in order of planned priority. Award may be made for optional items in any order that the Contracting Officer determines is in the best interest of the Government. The North American Industrial Classification System Code(s) and business size standard(s) describing the products and/or services to be acquired under this solicitation are listed below: Contract line item(s): ALL NAICS Code: 113310 Logging, 115310 Support Activities for Forestry Size Standard: 500 employees for Logging; $8 Million for Support Activities for Forestry, $20.5 Million for Fuel Management and Fire Suppression activities (Average annual receipts for the preceding three fiscal years). NAICS Code: 115310 - Support Activities for Forestry - Forest Fire Suppression and Fuels Management Services are two components of Support Activities for Forestry. Forest Fire Suppression includes establishments which provide services to fight forest fires. These firms usually have fire-fighting crews and equipment. Fuels Management Services firms provide services to clear land of hazardous materials that would fuel forest fires. The treatments used by these firms may include prescribed fire, mechanical removal, establishing fuel breaks, thinning, pruning, and piling. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) The Contractor shall be required to (a) commence work under this contract within 10 calendar days after receipt of Notice to Proceed or Order for specific work items, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than March 31, 2030. The time stated for completion shall include final cleanup of the premises. Performance shall be made only as authorized by orders issued in accordance with the Ordering clauses. Except as this contract otherwise provides, the Government shall order all services within the scope that are required by Government activities specified in the Schedule only with the vendor holding this contract for the specified services. Timber Removal activities shall be scheduled and carried out in accordance with the Timber Removal Specifications in Appendix B or C and as approved by the Contracting Officer. 9. AGAR 452.211-74 PERIOD OF PERFORMANCE (FEB 1988) The period of performance of this contract is from date of award through March 31, 2030. |
