Description

The VA Greater Los Angeles Health Care System has a requirement for maintenance and on-going needs for the interior signage, exterior signage, digital signage, artwork graphics and ancillary wayfinding design and installation services throughout the campus, under a single award Blanket Purchase Agreement (BPA). The award of a BPA is pursuant to Federal Supply Schedule (FSS), and Federal Acquisition Regulation (FAR) Part 8.405-3 authorizing the establishment of Blanket Purchase Agreement to the FSS contract holder. 2.0 PERFORMANCE REQUIREMENT Place of Performance: VA Greater Los Angeles Health Care System including but not limited to: West Los Angeles Medical Center Los Angeles Ambulatory Care Center Sepulveda Ambulatory Care Center Community Based Outpatient Clinics (CBOC) Period of Performance: 1 Year Base with 4 Option Years The Government recognized US holidays are: New Year s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. If the holiday falls on Sunday, it is observed on Monday 3.0 GENERAL SCOPE The purpose of this project is to provide maintenance and future requests for interior signage, exterior signage, digital signage, artwork graphics and ancillary wayfinding design and installation services for the Los Angeles VA Medical Center and associated locations. Tasks include designing, programming, manufacturing, and installation when required. The vendor or team must be able to match the sign standard and have significant experience in wayfinding design, interior signage, exterior signage, specialty display-feature walls, electronic active and interactive signage, and artwork/graphics for wayfinding purposes in large healthcare facilities. All work shall meet Federal and Department of Veterans Affairs requirements for safety, ADAAG (Americans with Disabilities Act Accessibility Guidelines), US Architectural and Transportation Barriers Compliance Board, International Code Council/American National Standards Institute A117.1- Standard on Accessible and Usable Buildings Facilities, and National Fire Protection Association 101 Life Safety Code. When needed, new signage will provide clear identification of both primary and secondary Structures, Buildings, Departments and Rooms; assist wayfinding activities of patients, visitors, and staff; enhance the environment of care. The interior and exterior signage additions must function and match finishes and sizes exactly that are currently VA approved. The program shall be coordinated with the VA according to facility demolition, renovation, and construction schedules. The vendor should be a combined environmental graphics design-build organization. Requirements The awarded vendor must be on GSA Schedule including all signage and ancillary services required. Awarded vendor or team shall possess a minimum of 5 (five) years of successful experience in wayfinding design for large medical centers and in the design, fabrication, and installation of fixed building and site signage for Department of Veterans Affairs or Federal Institutional clients. Signs and their installation shall comply with applicable provisions of the latest edition of the applicable standards and with requirements of authorities having jurisdiction. Any strategic partnerships (outsourcing) for design, fabrication, or installation shall be fully revealed in the vendor's response. The items shall be completely new, and shall not be used, refurbished, or in any other form, including substitutions. Contractor shall not add or substitute any component(s) without prior approval from the COR/VAPAHCS Designated Technical Expert (DTE) Signage shall be component based, mechanically fasten to the wall, be easy to update, manufactured in the USA and follow the standard set in the attached drawings. Interior Room Identification: When required the vendor shall program, manufacture, and install new or updates to existing interior room and identification signs. This will involve programming and sign location plans being prepared including a complete sign message schedule identifying each sign, its message, and its type. Interior Room Identification should follow the design standard already set by the VA per attached drawings. Room Identification signs must feature an open license application that auto scales the copy to fit each sign approximately for creating new sign inserts in house on any standard computer or printer. Directional and Wayfinding Signage: When required the vendor shall program, manufacture, and install new or updates to existing directional and wayfinding signs. These signs shall be designed, manufactured, and installed including a complete sign message schedule identifying each sign, its message, and its type. Sign location plans shall be prepared showing the placement/location of directional signs. A report must accompany this identifying the general wayfinding theory, themes and plan being implemented. Directional and Wayfinding signage should follow the design standard already set by the VA per attached drawings. This is more than a sign replacement and requires an experienced healthcare wayfinding designer. Life Safety and Regulatory Signage: When required the vendor shall program, manufacture, and install new or updates to existing life safety and regulatory signs. These signs shall be designed, manufactured, and installed including life safety, code, and regulatory signage. This will involve programming and sign location plans being prepared for regulatory, code and life safety signs. Exterior / Site Signage: When required the vendor shall program, manufacture, and install new or updates to existing exterior signage. This shall include a complete sign message schedule identifying each sign, its message, and its type. Sign location plans shall be prepared showing the placement/location of directional signs. A report must accompany this identifying the general wayfinding theory, themes and plan being implemented. Directional and Wayfinding signage should follow the design standard already set by the VA. This is more than a sign replacement and requires an experienced healthcare wayfinding designer. All programming materials shall be submitted for text/copy, materials, construction detail, layout and mounting methods for verification and approval. Physical samples may be required. Awarded vendor shall prepare and provide a detailed Scope of Work/Quote for each project. The finalized Scope of Work shall include the agreed upon pricing, approach, method, format, and timing to complete the project. All pricing shall be based on the BPA terms / conditions and on GSA Schedule. Upon issuance of a task order, the Contractor shall complete all work within the time frames specified in the task order and approved progress schedules. The Contractor shall perform all necessary quality control functions to ensure the work is executed in compliance with the terms of the task order and this contract. The price proposal will include breakdowns of labor and materials and shall include hours for each trade category. Task Order Procedures 3.2.1. As the need exists for performance under the terms of this contract, the Contracting Officer Representative (COR) will notify the Contractor of a potential performance requirement via email. 3.2.2. The vendor will be required to provide price and technical proposals for planning and budgeting purposes at no cost and at no liability to the Government to award the project / task order.
