Advertisement for Bids Sealed bids will be received by the Brown County Public Library District hereinafter known as the Owner, for the construction of a new library building. Bids for "All Work" including General; Civil; Architectural; Interior; Landscaping; Plumbing; Sprinkler; Heating, Ventilating, & Air Conditioning; Electrical; and Technology will be received by the Owner at the Brown County Public Library District, 143 W. Main St., Mt. Sterling, IL. 62353 before 2:00 p.m. local time on Tuesday, September 12th, 2023. Bids will be opened publicly, read aloud, and recorded. Bids will be held good and may not be withdrawn for a period of 30 calendar days from the date of receipt. A Voluntary "Pre-Bid" Conference will be scheduled to be conducted through virtual conference on Tuesday, August 15th , 2023 at 2:00 p.m. CST local time. Interested parties should email Amanda Voorhees, Project Manager, at avoorhees@dewberry.com or 309.282.8199 to be added to the participation invite for the Virtual Pre-Bid Conference. Representatives of all bidding General Contractors are required to attend to present any questions they may have. Minutes of the Pre-Bid Conference will be disseminated to all those attending. All requests for clarifications or interpretations outside of the Pre-Bid Conference shall be made in writing to the Architect (Dewberry Architects, Inc.) and will be answered by Addendum when appropriate. The Brown County Public Library District will not release the Opinion of Probable Cost in advance of the scheduled time and date of the bid opening. Bid tabulations will be available after the award of a contract. Commencement of the work on the project shall be subject to the discretion of Owner. The Owner reserves the right to waive any irregularities and to accept any or reject all bids when, in the opinion of the Owner, such action will serve the best interest of the Owner. Bids on all work of this contract shall be subject to the provisions of the "Illinois Prevailing Wage Act" (Illinois Revised Statutes, Chapter 48, Section 395S - 1-12). Each bid must be accompanied by a bid bond, certified check, bank draft, or a cashier's check in the amount of 5% of the total bid, made payable to Brown County Public Library District as a guarantee that the successful bidder will promptly execute a satisfactory contract, will furnish a satisfactory performance bond, payment bond and insurance, and will proceed with the work. The successful bidder shall be required to provide a Performance Bond and a Material and Labor Payment Bond in the amount of 100% of the Contract Amount, as well as liability and property insurance as required by the Bid Documents, and including the Brown County Public Library District as additionally insured, before commencing work. The successful bidder shall enter into a formal contract based on the conditions and requirements in the Bid Documents and the Bid Documents will be incorporated into the Contract. Bidding documents are anticipated to be available beginning on Tuesday, September 12, 2023 and consist of drawings, project manuals, plus all addenda issued prior to bids.
