Description

The City of Edgewater was awarded CDBG-MIT funds for the reconstruction of the G-2 and G-11 canal service areas. The G-11 Canal is a minor tributary to the Gabordy Canal which runs perpendicular to the 10th Street right-of-way. The G-2 Canal conveys the majority of the runoff from south to north and empties into the Gabordy Canal which flows east to the Indian River. The G2 and G-11 Drainage Basin is approximately 350 acres of urbanized low land elevations that are especially prone to flooding. During events like Hurricane Irma where there is heavy rainfall and a significant tidal surge, backflow from the Indian River through the Gabordy Canal prevents the G-2 and G-11 canals from effectively preventing flooding in the service area. When the canals are unable to properly drain the service area, floodwaters damage homes and create the risk of permanent housing loss. The project will focus on preventing backflow and expanding the stormwater capacity of the G-2 and G-11 service areas. Beginning at the point where the G-2 and G-11 Canals intersect with the Gabordy Canal at 10th Street west of Palmetto Avenue, mechanisms will be installed to prevent water from Gabordy Canal from entering its tributary G-2 and G-11 Canals. A new pond, pump station, and pipe will be constructed near Knapp Ave and Perdita Ave to quickly remove water between Park Ave and 10th St. Backflow preventers will be installed near Park Ave and a new pump station and pipe will be constructed on Pine Bluff St to quickly remove water between Park Ave and Marion Ave. Culvert improvements and opportunities for treatment ponds will be evaluated during design. These drainage improvements will eliminate the flooding that occurs in the G-2 and G-11 Canal Drainage Basin every time there is a significant storm surge or tidal event. The project will also include the acquisition of a residential housing unit at 125 Cheeta Drive that has experienced frequent and significant flooding. The City of Edgewater has issued this Request for Proposal (hereinafter, "RFP") with the sole purpose and intent of obtaining proposals from qualified and licensed firms for CDBG-DR Grant Administrative Services for the G2-G11 Canal Improvement Project. The awarded firm must meet or exceed all terms, conditions, and specifications of the City of Edgewater. The successful proposer will hereinafter be referred to as the "Contractor." As is more fully explained in "Instruction for Proposal - Proposal Evaluation Committee and Evaluation Factors" of this RFP, an award, if made, will be made to the best overall proposer(s) whose proposal is most advantageous to the City, taking into consideration the evaluation factors set forth in this RFP. The City will not use any other factors or criteria in the evaluation of the proposals received. The City serves an area of 24.83 square miles with a population of approximately 23,710. The City's fiscal year begins on October 1st and ends on September 30th. The Finance Department maintains the funds and accounts of the City. The Finance Department is responsible for the custody and accounting of funds of each department. More detailed information on the government and its finances can be found in the City of Edgewater's Comprehensive Annual Financial Report for the fiscal year 2021 and in the City's Annual Budget for the fiscal year 2023.
