Operation and Maintenance of Electric Generation and Landfill Gas Collection and Treatment Facilities

The Middlesex County Utilities Authority (the MCUA) is soliciting proposals in response to this Request for Proposals (RFP) from qualified vendors for the operation and maintenance of the MCUAs electric generation and landfill gas collection and treatment facilities, as more fully described in the RFP. The RFP requires Proposers, and as applicable, their subcontractors, to adhere to the requirements applicable to public works contracts such as the Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.) as applicable; the Public Works Contractor Registration Act (N.J.S.A. 34:11-56.48 et seq.); the Business Registration Act (N.J.S.A. 52:32-44); the Equal Employment Opportunity Laws and Regulations, (N.J.S.A. 10:2-1 et seq., N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-3.7 and 3.8), the Americans With Disabilities Act (42 U.S.C. 12101); the New Jersey Local Unit Pay-to-Play Law (N.J.S.A. 19:44A-20.4 et seq.) and the New Jersey Campaign Contributions and Expenditure Reporting Act (N.J.S.A. 19:44A-1 et seq.). The MCUA reserves its right to reject all Proposals and determine that it will not award a contract in response to the RFP, in accordance with applicable law. Proposals to this RFP are being solicited through a competitive contracting process in accordance with the Local Public Contracts Law, N.J.S.A. 40A:11-4.1 et seq.
