Description | This Request for Qualifications (RFQ) is the first step of a two-phase bidding process as required by M.G.L. Chapter 149, Section 44D 1/2 and Section 44D 3/4 for building contracts estimated to cost $10 million or more. The estimated construction cost of the project is $20M. The Raynham Center Water District's Prequalification Committee will consist of representatives from the Water District and the project's consulting engineering firm of Tighe & Bond. The committee will evaluate the Statement of Qualifications using the criteria contained in the RFQ and prequalify those General Contractors and Subcontractors meeting a minimum RFQ criterion score. Following prequalification, the Raynham Center Water District will invite the prequalified respondents to submit General Bids and Filed Sub Bids for the PFAS Water Treatment Plants Project DWSRF-11390. General Bidders must be DCAMM certified in "Sewage and Water Treatment Plants". Filed Sub-Bidders must be DCAMM certified for the category of work for which they are submitting a bid. The work consists of construction of a new 2.14 MGD PFAS water treatment plant at the John P. Lynn site in a 9,900 s.f. pre-engineered metal building. The work includes demolition of the generator, two aerated water pumps and associated piping, chemical feed system, and blower and aeration tower in the existing aeration building at the John P. Lynn site. The work also consists of construction of a new 1.22 MGD water treatment plant at the Lake Nip site in a 3,000 s.f. preengineered metal building and demolition of the existing GAC treatment buildings at the Lake Nip Site. Both buildings will contain filtration equipment, process piping, storage tanks, pumping equipment, electrical and chemical feed systems. The work includes, but is not limited to, excavation and backfill, site utilities, concrete and masonry building construction, process piping, chemical feed systems, HVAC, plumbing, electrical systems, and instrumentation and controls. Construction is expected to begin in the Spring/Summer of 2024. The project shall be substantially completed within 630 calendar days following the Notice to Proceed. Filed sub-bid categories include: Masonry, Miscellaneous Metals, Waterproofing and Sealants, Painting, Fire Protection, Plumbing, HVAC, and Electrical. The successful respondent must be able to obtain bonding for the full construction cost. Disadvantage Business Enterprise (DBE) goals may be applicable on this project. The minimum goals for this project are 4.2% D/MBE participation and 4.5% D/WBE participation by certified DBE firms.
