Each bid shall be accompanied by a Bid Security in the amount of ten-percent (10%) made payable to the Borough of Schuylkill Haven. Bids shall be irrevocable for a period of ninety (90) days after the date of the bid opening and bidders may not withdraw their bids during that period. The Borough of Schuylkill Haven reserves the right to award, accept or reject any or all bids and to waive technicalities and informalities in any bid for the best interest of the Borough of Schuylkill Haven and to consider the competency and responsibility of the Bidders in awarding the contract.
