Question Cuttoff Date & Time 8/14/2023 06:00:00 PM (ET) Notice is hereby given that City of Stillwater/Stillwater Regional Airport invites Letters of interest (LOI) for the following:Construction Manager at Risk Services for a new Airport Terminal Building. The City of Stillwater/ Stillwater Regional Airport invites Letters of Interest to provide Construction Manager at Risk Services (CMAR) for: The constructing, furnishing, and equipping of a new airport commercial passenger terminal building, approximately 31,370 square feet in size on property at the Stillwater Regional Airport. The new terminal is a one-story building located north of the existing terminal. The solicitation and screening procedures for the CMAR will follow the City of Stillwater purchasing procedures and will be administered in accordance with the State of Oklahoma Public Construction Management Act for Political Subdivisions (61 O.S. 215 et seq.). Federal Aviation Administration (FAA) instruction guidelines include Table U-9 from the FAA AIP Handbook (Order 5100.38D, Change 1), which describes procurement by competitive proposals for Construction Manager At Risk (CMAR). Additionally, 2 CFR 200.320(d) Procurement by Competitive Proposals. In addition, FAA Advisory Circular 150/5100-14E Change 1, Appendix G will be adhered to during the procurement process. The scope of professional services for the Pre-Construction portion of the CMAR is as follows: a)Conduct architectural and engineering design documents review. b)Conduct constructability reviews c)Provide cost estimating and scheduling during A/E documentation phase d)Competitively procures the construction component of the project in accordance with all FAA competitive bid guidelines The construction portion of the agreement with the CMAR will define the responsibility to ensure the project is completed within budget, on schedule, and in compliance with the construction documents. The terminal construction project utilizing the delivery method of CMAR will implement a competitive bid of all subcontracts in accordance with the guidelines of the Oklahoma Management and Enterprise Services (OMES). In addition this process will meet all applicable FAA guidelines. The project budget including construction, parking, and parking access road is $20 million. It is anticipated that the construction of the new commercial passenger terminal building will begin in the summer of 2024. The construction will be complete and the new commercial passenger terminal will be fully ready to occupy in the summer of 2026. There will be one agreement, with the activation of phases divided into two segments. The first segment of the scope of professional services is to provide pre-construction services support to the A/E design team as they complete their documentation. The funding for pre-construction services is currently available through the City of Stillwater, and is contingent upon receipt of FAA grants. The construction portion of the agreement will not be executed prior to receiving the required FAA Grants. Insurance: The selected Construction Manager at Risk shall have and maintain insurance as specified in the City of Stillwater Special Requirements. Mandatory Federal Contract Provisions: In that the new Stillwater Regional Airport terminal is largely funded by the Federal Aviation Administration (FAA), the Mandatory Federal Contract Provisions are a requirement. Please include the following information with your Letter of Interest: 1.DCAM/CAP Form 305CM as provided by the Oklahoma Office of Management and Enterprise Services (OMES). These forms may NOT be altered. 2.Name and email address of primary contact person. (CLEARLY VISIBLE AND EASILY FOUND) 3.Brief description of your firm (history, services, locations, numbers of employees, awards, etc.) 4.Names, proposed role and qualifications of expected project team members. 5.Names of preferred sub-consultants, if any. 6.A statement outlining your experiences with projects of this scope and type; give specific examples, including the names of the projects, the dates completed and client references. Please note if a project team member personally worked on any of these projects. 7.The ability of your firm to commence work upon selection. 8.A brief statement of your firms approach to this project (maximum 10 pages) While the presentation format of the above information is left to the firms discretion, items 1-7 should be easily located, and presented consecutively in the order listed. Some of the above information will be duplicated on the OMES CAP forms. Background Information: Firms may, at their option, submit additional data, photographs, renderings, minority status, etc. for consideration as a supplement to their Letter of Interest. Submittal: The submittal should not exceed sixty (60) pages (all requirements, including OMES forms). No faxed or emailed information will be accepted. Selection: The selection will be made in accordance with Title 61 O.S. 215 et seq., the Public Construction Management Act for Political Subdivisions and Table U-9 from the FAA AIP handbook describing procurement by Competitive Proposals for Construction Managers At Risk (CMAR) 2 CFR 200.320(d) Procurement by Competitive Proposals, and the FAA Advisory Circular AC NO. 150/5100-14E, change1 Appendix G. Initial Screening will be based on the following criteria: Experience on similar projects 35% Professional or specialized personnel 35% Project Implementation 15% Established Office within 300 miles from Airport 15% The top three to six firms from the Initial Screening will be invited to interview.
