Description | Radnor Township is soliciting sealed bids electronically for the replacement of the shingle roof at the Radnor Memorial Library [Library], located at 114 West Wayne Avenue, Wayne, Pennsylvania, 19087. The project consists of supplying all the labor, tools, equipment, and supervision for the removal and disposal of the existing shingle roof, replacement of plywood if required, and supplying and installing +/- 106 square of Certainteed Landmark Pro, 250 pound shingles or approved equal. Radnor Township reserves the right to add or delete portions of work based on budgetary constraints. The Township requires compliance with the provisions of Ordinance 2022-08, Responsible Contractor Requirements for Township Contracts. If a firm fails to provide a Contractor Responsibility Certification required by this section in any bid submission to the Township, such failure shall constitute grounds to reject such bid as non-compliant with this ordinance and shall disqualify such firm from bidding. No action of any nature shall lie against the Township because of its refusal to accept or award a bid for failing to provide information required by this section. The Notice of Intent to Award date for this project is tentatively scheduled for Wednesday, November 1, 2023 and the award date for this project is tentatively scheduled for Monday, December 11, 2023. The project must be completed no later than 45 (forty-five) days after notice to proceed. In the event of a delay to the project completion terms as per the Schedule for which Contractor is solely responsible, Contractor shall pay Liquidated Damages to Radnor Township at a rate of $880.00 per day of delay for every day beyond the 45 (forty-five) days allowed for project completion. The Township will not accept bids from any firm/corporation that are currently in litigation with the Township. A bid security in the amount of ten percent (10%) of the total bid is required. Bid security shall be in the form of either a Bid Bond issued by a corporate surety approved by the Secretary of Insurance to do business in the Commonwealth of Pennsylvania, or a certified check or an Irrevocable Letter of Credit issued by a bank licensed to do business in the Commonwealth of Pennsylvania. The work in connection with this project constitutes a Public Works by a Public Body under Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, must be paid to workmen employed on this project. The Township Board of Commissioners reserves the right to add or delete portions of work based on budgetary constraints, to waive any informalities and to reject any or all proposals, or parts thereof, for any cause permitted by law, as it deems in the best interest of the Township. The standard under which bids will be evaluated are included in the bid package. Question Deadline 10/18/2023 at 4:00 PM ET. All questions regarding the bid must be submitted electronically. Questions and answers will also be posted electronically. Only questions asked and answered using this process shall be considered addenda to the bid package. No verbal or oral interpretation of plans or specifications shall be given before the award of the Contract. Discrepancies, omissions, or doubts about the meaning of plans or specifications should be communicated by posting a question or request for interpretation electronically. The successful bidder must supply a performance bond and a payment bond from firm(s) qualified to issue bonds in Pennsylvania, equal to one hundred percent (100%) of the bid amount for the term of the award within ten (10) days of the bid award. |
