Description

Job No. D-92-030-22, Phase II Engineering Services, I-74 at 0.9 Mi. S. of 23rd Ave to the Rock River Bridge Reconstruction/Rehabilitation in Moline, Rock Island County, Region Two/District Two. This project requires 21% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on November 2, 2022, at 10:00 AM at the Region Two/District Two Office in Dixon. Phase II engineering services are required for the preparation of contract plans, specifications, and cost estimates for roadway reconstruction/major rehabilitation of I-74 from approximately 0.9 miles S. of 23rd Ave. to the Rock River Bridge in Moline. The existing interchange is a Cloverleaf design, and the proposed design is a Diverging Diamond Interchange (DDI). The proposed improvements may include reconstruction, widening and the addition of lanes along IL Route 5, existing I-74/IL5 interchange replacement, 27th St. reconstruction, 38th and 36th Avenue reconstruction and widening. The scope of work may include, but is not limited to, reconstruction, widening, proposed curb and gutter, ADA design/improvements, traffic signals, lighting, bicycle and pedestrian accommodations per Complete Streets Policy, culvert replacement, hydraulic/drainage re-analysis and or design, proposed ROW documents, and structure plans for multiple bridges. Coordination with other agencies is anticipated with this project. Phase II may include the preparation of detailed contract plans and all associated material, barrier warrant analyses, guardrail design, structure plans, roadway plans, typical sections, hydraulic reanalysis, storm sewer, drainage & utility plans, erosion control plans, traffic staging plans, signing plans, pavement marking plans, cross sections, lighting plans, traffic signal plans, special details, special provisions; quantities, cost estimates, estimates of time, Traffic Management Plan (TMP), Traffic Management Analysis (TMA) review and meetings between the design team and the District, PESA Response submittal, and all other incidental work required to complete the project. The estimated construction cost for this project is $81,700,000. The completion date for this contract will be 30 months after authorization to proceed.
