Description | Site work for a mixed-use development in Bay Pines, Florida. Completed plans call for site work for a parking garage. PROJ: 516-21-113 Install Security Fencing for Parking Garage (Bldg. 109) Location: C.W. (BILL) YOUNG VA MEDICAL CENTER, BAY PINES, FL Contracting Officer: Amber Milton Magnitude of this project: Between $1,000,000 and $5,000,000 NAICS - 236220; Size Standard of $39.5M Service Code: Z1DA Project Description: This is for project 516-21-113 Install Security Fencing for Parking Garage in Building 109. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work as required by drawings and specifications. As stated elsewhere in this solicitation, this procurement is a Two-Phase Design Build and solicitation covers both phases. SF1442, Block 13.a refers to Phase One proposal due date and time. This requirement is set-aside for VIP certified, Service-Disabled Veteran Owned Small Businesses (SDVOSB) Vendor verification for SDVOSB can be found here at https://www.vetbiz.va.gov/ While working on the Medical Center Property (both inside and outside the Medical Center) the contractor is required to wear a face covering at all times. PPE is not provided. All VA hospitals are SMOKE FREE facilities. Funds are not currently available. No contract award will be made until appropriated funds are made available. Scope of Contract Provide all labor, materials, tools, and equipment, and design-build services necessary for the design and construction of a project described here in other specific tasks as further defined by this request for proposal (RFP). This project proposes to provide design-build services to use engineered risk mitigation tools to prevent falls from the existing parking structure. The products used shall coordinate with the existing structure and architectural aesthetics and seismic requirements. Royal Oak Metal Craft Grass Fence has been evaluated as meeting the aesthetic intent of the project. The different areas of the structure that will be addressed are the intermediate and the top floor. All exterior face openings of the parking garage where a fall of greater than 8 feet, exterior openings at the elevators' area from the 2nd floor and above, and the ramp openings must be included in the design. Also, the modifications of the lighting protection for the upper-level fence shall be included as part of the design. The design and construction must comply with the VA "Parking Design Manual and Demand Model" and Architectural, Structural, Electrical, and Physical Security and Resiliency Manuals (PG-18-10 Design Manuals), PG-18-15 Volume C Minimum Requirements for A/E Submissions, PG-18-1 Master Construction Specifications and other requirements applicable to this type of project that could be found in the VA Technical Information Library (TIL) website. https://www.cfm.va.gov/til/. All materials to be used in this project shall be weatherproof, resistant to a salinity environment. The fence must be made of aluminum and all screws, connections, connectors for lighting protection, etc. shall be tamper-proof and made of a material that resists the conditions mentioned above and galvanic corrosion with aluminum. Fence finishes should include 5 years maintenance-free. Colors will be selected by the VAMC. Materials for the lighting protection shall comply with the VA's Electrical Manual, Federal, State, Local, and standard practice requirements. The Structural Engineer from the DB Team needs to verify the location of the existing structural reinforcement to ensure the connections between the fence panels and the existing structure comply with the minimum requirements. Because there is steel reinforcement in the existing parapet wall, not all the anchors will be able to be driven perpendicular to the surface. The DB A/E must be aware and shall provide a solution for that condition. The Architect shall ensure all fence panels, connections, corners, and ends are designed for the specific field conditions of the Parking Garage. Schedule Objectives - The anticipated completion of this project is __300___ days after "Notice to Proceed" (NTP). The proposed schedule may be shorter than this, see Part III, C3, 3c *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
