Description

Question Deadline February 1, 2023 at 2:00 PM ET Questions concerning this Request for Proposals shall be directed in writing to PGW electronically. PGW requires the domed roof of the south liquified natural gas (LNG) tank at the Richmond Plant located at 3100 E Venango St., Philadelphia, to be stripped of lead paint via ultra high pressure waterjetting,and painted before November 2023 The selected proposer shall provide all work related to the surface preparation and painting of the Richmond south LNG storage tank domed roof and associated equipment. The work included under this specification shall include supplying all materials, labor, certifications, expertise, and equipment necessary to remove the existing coating; contain, collect, and store the removed material; and any vapor, chemical, water and/or abrasives used in coating removal. Clean and prepare the roof of PGW's south LNG storage tank for application of a new paint/coating system and the application of the new paint/coating system. The Consultant shall perform the services more thoroughly provided in Attachment B 1.1.2. The work included under this specification shall include supplying all materials, labor, certifications, expertise, and equipment necessary to remove the existing coating; contain, collect, and store the removed material; and any vapor, chemical, water and/or abrasives used in coating removal. Clean and prepare the roof of PGW's South LNG Storage Tank for application of a new paint/coating system; the application of the new paint/coating system; and the inspection and evaluation of the new paint/coating system. 1.1.3. A general description of the LNG Storage Tank Roof is: Approximately 54,000 square feet of a metal, 1/4 " ASTM 516, and Grade 60 CS domed roof with an existing paint/coating system that has an average mil thickness of 26 mils and the greatest DFT measured of 43 mils. The storage tank is approximately 121 feet tall at the apex. 1.1.4. The tank will be in service for the duration of this project. The possibility of a flammable atmosphere will exist, and utmost care must be taken to monitor the atmosphere during the duration of the project and especially during "hot work" activities such as power tool cleaning/sanding/grinding. PGW will provide a fire watch during hot work activities. These activities must be planned and scheduled at least 24 hours in advance so that necessary personnel can be scheduled by PGW. 1.1.5. Testing by PGW Chemical Services has shown the existing coating to be leadcontaining paint. Refer to Appendix B for PGW's Environmental Specifications and Plant Rules including the handling of LCP. See Appendix C for the LCP report
