Description

The City of Cortland is acquiring the former Parker Elementary School on 89 Madison Street, Cortland New York for use as a child care facility by local non-profit service providers. The City is now requesting proposals from qualified individuals or consultant firms to provide Preliminary Engineering and Design services for this project. Qualified applicants must have demonstrated experience working with projects of a similar scope, including child care facilities and historic buildings.The City of Cortland strongly encourages Minority/Woman Business Enterprises to submit proposals under this RFP. The City of Cortland is the Lead Agency working with the two local not-for-profit agencies which developing plans for establish child care facilities in the former Elementary School. It is anticipated that the facility will provide child care for up to 200 children ages 6 weeks to 12 years of age. The successful proposer will be expected to provide preliminary design, engineering, and cost estimates to provide the City and its partners with conceptual project designs, a complete understanding of repairs and renovations necessary to implement the project, and cost estimates for renovation and final design costs. Project development may involve consultation and/or coordination with other stakeholders including, but not limited to, City of Cortland including various City Departments; Community Action Program of Cortland County, YWCA, and Cortland Enlarged School District. 1. Review of relevant building code requirements for the proposed use. 2. Assessment of building condition and repairs needs for the proposed use. This should be based, in large part, on existing documentation provided by the City and/or Cortland Enlarged School District. 3. Preparation of conceptual designs based upon discussions with representatives from CAPCO and the YWCA of Cortland County. 4. Preparation of cost estimates for all project components. The consultant shall provide estimated project construction costs during each phase of the design process. 5. Environmental Review and Permitting requirements (any above what has already been done by the city of Cortland). 6. Assistance with the bid process, including but not necessarily limited to, coordination of a construction pre-bid meeting/tour with prospective bidders and review and input on bids received. Proposers warrant and covenant that no official or employee of the City, or any business entity in which an official of the City has an interest, has been employed or retained to solicit or aid in the procuring of the contract of this project. The successful proposer will have the status of an independent contractor and will not be either an officer or an employee of the City. Consultant shall not employ discriminatory practices in the treatment of persons in relation to the circumstances provided for herein, including assignment of accommodations, employment of personnel, or in any other respect on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, or sexual orientation. The method of contractor selection has not been determined at this time.
